Mendez, SPAWARSYSCOM Code 02-21, mendezr@spawar.navy.mil. The Space and
Naval Warfare Systems Command (SPAWAR), on behalf of the Communications
Satellite Program Office (PMW-146), Program Executive Officer, Space,
Communications and Sensors (PEO-SCS), intends to award multiple concept
study contracts in fiscal year 2000 for the Advanced Narrowband
Architecture (ANA) which includes the Mobile User Objective System
(MUOS). The ANA describes an advanced satellite communication system
that will satisfy joint mobile users' communication requirements with
an initial operational capability in CY 2007. On or about March 15,
1999, SPAWAR will make available and solicit industry comments on
portions of a draft request for concept study proposals (draft RFP) and
other program documentation. The following documents will be available
for industry comments: a summary chart of possible contracting
strategies, a draft statement of objectives (which will include a
notional ANA diagram), a draft MUOS performance specification and other
draft documents as they become available.These and future documents
will be available on the SPAWAR Business Opportunities Web Page (BOP)
at http://www.spawar.navy.mil. To download these documents, prospective
offerors will need to register as a "secure subscriber" on the SPAWAR
BOP. Subscribers will receive notification by email when new or revised
documents are posted. Instructions for registering are available
on-line at this same web site. Foreign companies should note that they
will not be able to register on line to down load documents. However,
they may call 619-537-0487 for more information. Industry comments can
be submitted directly online on the SPAWAR BOP or electronically to CDR
Rich Mendez at mendezr@spawar.navy.mil in email text format or word
processing format compatible with Microsoft Word for Windows '98.

pre-solicitation conference is tentatively planned for April 14, 1999
in San Diego, CA. Additional information regarding the conference will
