is a market survey to locate qualified sources to perform a case study
of the labor market conditions and educational barriers faced by
children engaged in agricultural labor in the United States. It is
anticipated that the study will include the following components:
(1)The choice of appropriate sites,(2)The construction of an
appropriate theoretical model,(3)The identification of the appropriate
units of analysis,(4) The utilization of various types of evidence,
(5)The systematic gathering, storing, and analyzing of data to prove
hypotheses through convergent evidence, and(6)The presentation of the
results of the study in the form of a written report. The SIC code and
size standard for the proposed study are 8732/8733 and $5 million,
respectively. Vendors interested in performing this project must submit
a Statement of Qualifications which identifies: (1)The vendor's
experience in the performance of case studies the same as or similar to
the one to be performed, and (2) The qualifications of theperson that
it would use as the principal investigator(PI). The PI must possess, at
a minimum, a master's degree in an appropriate discipline; be a
nationally recognized specialist in doing case studies of U.S.
farmworkers; and have published reports derived from his/her case study
work on farm labor conditions. The qualifications of the PI must be
furnished in the form of a resume. Information on the vendor's
experience must be in the form of synopses, with each synposis
identifying the work that was performed, the time period(dates) during
which it was performed, the name and address of the client, and the
point of contact(name and telephone No.) at the client. The Statement
of Qualifications must be provided in triplicate, and transmitted under
a cover letter. The cover letter must cite the number of this market
survey(RFI TN 99-09), and it must state whether the respondent is a
large or a small business concern based on the aforementioned SIC code
and size standard. Respondents that are small business concerns must
also state whether they are small disadvantaged business and/or small
women-owned businesses. The closing date for the receipt of responses
is March 25,1999. Send your response(original and two copies) to the
attention of Mr. Leonard Bednar at the U.S. Department of Labor,
Procurement Services Center, Room N5416, 200 Constitution Avenue, NW,
Washington DC 20210. The Government reserves the right to compete any
acquisition resulting from this survey among small businesses or to
make the award to an (8)a firm, based on the responses received. This
synopsis is for planning purposes only and does not commit the
Government to pay for the information requested, issue a solicitation,
or award a contract. No technical or solicitation documents exist at
this time. All firms/organizations that submit responses will be
