INFRASTRUCTURE -- OPERATIONS AND SUPPORT PROGRAM. The Financial
Management Service (FMS) has a requirement to support the existing FMS
Enterprise-wide information infrastructure. This infrastructure has a
three-tier architecture supported by an underlying data communications
network (FMSnet). The FMSnet is and will continue to be a virtual
subnet of the Treasury Department's existing Treasury Communications
System (TCS). FMS will use the TCS contract whenever possible. A
competitive 8(a) set-aside for this acquisition has been approved by
the Small Business Administration, with a National Buy number of
0353-99-900336 assigned. This requirement is to obtain necessary
brand-name hardware and software (including licenses and upgrades for
existing and new products), and supporting engineering and operational
services, and maintenance. All hardware, software, and service items
to be delivered under this requirement shall be acquired on an
indefinite delivery/indefinite quantity (IDIQ) basis for a base period
of one year, with four one-year option periods available. FMS
anticipates that the 8(a) prime contractor will propose subcontracting
of major portions of the statement of work. Hardware and software to
be acquired includes, but is not limited to, major hardware with a full
range of hardware components, boards, racks and parts, operating
systems and management and control software. A partial list of hardware
to be acquired includes, but is not limited to: IBM front end
processors; communications controllers and converters; RISC/6000
equipment; NORTEL (BAYNetworks) communications equipment; CSU/DSUs;
BANYAN Vines; Novell; LOTUS Notes; CITRIX/WINFRAME; Firewall and NT
Server platforms (including Stratus, SUN, COMPAQ and RISC processors);
CISCO Routers; Cabletron LAN hardware; CYLINK SecureGate System; Test
Equipment; and, other miscellaneous hardware. A partial list of the
software to be acquired includes, but is not limited to: Network and
Enterprise Infrastructure Management; (RAPTOR and SecureID products,
Netview, TIVOLI, Peregrine, CISCOWorks, SUN Net Manager, and Help
Desk); Communications; and, LAN operation. A partial list of
engineering and operational support services to be acquired includes,
but is not limited to: general engineering support; systems upgrade
support; network engineering support; application design/development
support; telecommunications-oriented applications programming; help
desk support; LAN utilization and operational support; data center
operational support; equipment and software installation and
configuration; technology rollouts; and, technical training. The
hardware and software to be maintained includes all existing Enterprise
infrastructure components and additional products obtained through this
procurement and other solicitations for the Enterprise infrastructure.
The primary place of performance for this requirement is at FMS'
Regional Operating Center 1 (ROC1) in Hyattsville, MD. Secondary places
of performance are at FMS' six Regional Financial Centers (RFCs) in
Austin, TX; Birmingham, AL; Chicago, IL; Kansas City, MO; Philadelphia,
PA; and San Francisco, CA. Since the purpose of this FMS Enterprise
infrastructure requirement is to provide applications access and
supporting data communications services throughout FMS and with FMS'
customers, namely Federal Program Agencies (FPAs), some vendor services
may be required at FPA locations nationwide. Following the competitive
8(a) competition, (1) the services portion of this requirement
[specifically the engineering and operational support services and
hardware and software maintenance], will be awarded to a single 8(a)
vendor as part of a non-commercial item contract, and (2) the supply
portion of this requirement [the hardware and software acquisition]
will be awarded on a multiple award basis to eligible 8(a) vendors as
part of multiple award, commercial item contracts. Offerors may propose
on both the service and supply portions, or they may propose solely on
either the service portion or the supplyportion. The service portion
and supply portion will be evaluated and awarded separately. The SIC
code for the service portion of this acquisition is 7373 with a size
standard of $18 million, while the SIC code for the supply portion of
this acquisition is 5045 with a size standard of 100 employees. Only
eligible 8(a) small business concerns qualifying under the appropriate
7373 and/or 5045 SIC code(s) should submit a prime contractor
proposal(s) under this requirement, since this procurement has been
approved by the SBA as a competitive 8(a) set-aside. Vendors who
believe they can provide these services/supplies shall download the
solicitation no. FHQ99R01280 when it becomes available from FMS'

of the solicitation will be distributed. The anticipated period of
solicitation release is during the second or third quarter of FY99.
