In accordance with FAR 7.303(b)(1), this is the second notice of the cost comparison study being conducted in accordance with OMB Circular A-76, Performance of Commercial Activities, for the operation and maintenance of Government facilities and equipment in the Garrison at Picatinny Arsenal, N.J. Firms responding to the initial notice of this CA Study (22 Jan 1999) need not resubmit information previously provided. The purpose of the cost comparison is to determine the most efficient and cost effective means of performing Garrison operations in the following areas: Directorate of Public Works (DPW) Directorate of Logistics (D/LOG), Computer Information Technology Directorate (CITD), Directorate of Public Safety and Environmental Affairs (D/PSEA), External Affairs Office (EAO), and the Audio Visual Office (AVO). Representative services include: DPW: plumbing, carpentry, masonry, painting, architect-engineering, electrical systems operations, energy conservation and utility sales, D/LOG: contract services, equipment control, freight movement, mail services, personal property movement, property book, retail supply, self-service supply, transportation, motor pool and warehousing; CITD: Contract support, consulting, computer infrastructure, personnel, and financial software, data warehouse support, IT training, network management and information protection; DPSEA: audits, compliance, emergency response, environmental awareness, equipment, guidance, permits, plans, public notices, reviews, sampling training, OSHA compliance, investigations and safety awareness: EAO: historian newspaper and museum; AVO: conference room operator support, exhibits illustration, graphics suport, photography, projection and supply support, video production and video teleconferencing. The purpose of this notice is to identify potential commercial sources capable of executing the stated functions. A single solicitation for all of the cited operations will be issued. Contractors would be required to provide all management and labor required for the operation and maintenance of these Garrison operations. A consolidated award for all functions is contemplated under full and open competion unless a government (in house) performance is determined to be more advantageous. Contract will be for one year with four option years.
