of Commerce/NOAA intends to negotiate on a sole source basis with
Commonwealth Training Partners, Inc. (CTP) to support the
Nonproliferation and Export Control Cooperation (NEC) team, Bureau of
Export Administration, in its export control cooperation programs with
23 countries in the New Independent States, the Baltics, Central
Europe and other countries. The contractor shall be required to use
materials previously developed by CTP as well as develop additional
courseware and computer-based training tools to support NEC's Model
Country Programs. As such the contract will be required to provide
technical matter expertise on International Standard export control
practices to deliver training programs in the NEC Training Center and
cooperating countries. The contractor shall organize and manage
technical exchanges, work shops, seminars, and conferences on
nonproliferation export control practices and procedures in the United
States and in cooperating countries. The contractor shall develop,
modify, and manage the deployment of specialized export control systems
and tools in cooperation with foreign governments and foreign
non-government organizations (NGO). The contractor shall support NEC
country managers with its expertise in export controls, export
licensing decision making, commodity classification, export license
automation, and industry internal control programs. Assess the status
of emerging export control functional areas in specific countries, and
recommend optimum approaches aimed at strengthening deficiencies. The
contractor shall customize and modify the Licensing Officer
Instructional Simulation (LOIS) and Internal Control Program (ICP)
software systems based on requirements set by cooperating countries and
the NEC on an ongoing basis. LOIS and ICP were developed by CTP for
NEC. LOIS is an interactive, automated licensing training tool for
government licensing officers and other government export control
officials. ICP is an interactive, automated internal control system
toassist enterprises and exporters to comply with the country's export
control laws and regulations. The contractor shall manage the
deployment in cooperating countries of LOIS, ICP and other tools
related to Commerce's cooperative export control efforts with specific
foreign governments. It is expected that in 1999, a rapid series of
deployments will take place in Russia, Ukraine, and certain Central
European countries. The contractor shall also work with the State
Department contractor to design development and deployment training
materials for the State Department's Tracker 99 license tracking
system. The development and deployment of training materials, tools,
and export control software, engineered by CTP for NEC and cooperating
country government requirements, must be continued. To this end, it is
essential that the contractor maintain its existing contractual
relationships with NGOs in cooperating countries and develop new
relationships with NGOs in other countries to support the goals of the
NEC mission. It is critical that work in progress be completed
according to scheduled time frames and that continuity be maintained
with prior phases of the NEC country programs. Interested contractors
are requested to submit documentation that substantiates their ability
to meet the stated requirement. No solicitation document exists,
requests for such a document will be considered non-responsive. No
telephonic requests will be honored, written responses only. If a
solicitation is issued, a second synopsis will not be published. If no
affirmative responses are received within 45 days of publication of
this notice, the Government intends to proceed with negotiations with
