Environmental Protection Agency, Office of Air and Radiation,
Atmospheric Pollution Prevention Division (APPD) is conducting market
research to seek qualified sources capable of providing day-to-day
operations of a hotline and distribution center. APPD programs are
voluntary, non-regulatory programs that promote pollution prevention by
increasing energy efficiency, recovering methane, and encouraging the
development and purchase of energy-efficiency products. It is
anticipated the hotline and distribution services will include: (1)
responding to approximately 18,000 inquires (telephone calls, letters,
faxes, and e-mail/Internet) annually from the general public about
APPD programs, (2) operating a distribution center by maintaining and
mailing over 800 separate program items, (3) providing educational and
outreach services on over 20 programs to existing program
participants, (4) performing mass mailings and providing support for
conferences and trade shows, (5) developing and maintaining reports
quantifying and qualifying distribution center activity, and (6)
training hotline and distribution staff on APPD programs. Firms
possessing the capability to perform this work are invited to submit a
summary of capabilities (limited to 10 pages) no later than March 29,
1999. This capabilities summary should indicate: (1) evidence of past
experience, (2) information on similar services provided for other
government agencies or businesses, (3) personnel qualifications; and
(4) statement as to your business size (large business, small business,
or small disadvantaged business.) Only written responses will be
accepted. The information will be used to enable this office to develop
an acquisition strategy towards acquiring these services. The
contractor would be responsible for providing all necessary facilities,
equipment, materials and related administrative support, and qualified
personnel. Sources are notified that the Government will not be
responsible for proprietary information that is submitted in response
to this request. This announcement is for informational and planning
purposes only, and does not constitute a BAA, IFB, or RFP. Nothing in
this notice shall be construed as a commitment by the Government.
