combined synopsis/solicitation for commercial items prepared in
accordance with (IAW) FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Proposals are being requested and a written
solicitation will not be issued. This solicitation, number
DABT39-99-Q-0069, is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-10. This acquisition
is 100% set-aside for small businesses. The SIC Code is 7389. Size
standard is $5 million. To be eligible for award, the Contractor must
be registered in the Central Contractor Registration (CCR). Offerors
may obtain information on registration by calling 1-888-227-2423 or via
the Internet at http://ccr.edi.disa.mil. WORK DESCRIPTION: The
Contractor shall install window film to interior surfaces of windows
indicated on the technical exhibits and in accordance with the
description contained herein. Top and bottom sash of each window
indicated shall receive film. The building numbers whose windows shall
receive window film are 1614, 2845, 2846, 2857, 2859, 2863, 6007,
6050, 5955, 5960, and 5970. Schematic plans are included in Technical
Exhibit 1 (TE 1). The Contractor shall provide all labor, materials,
and equipment to complete the work in accordance with this scope of
work. EXISTING CONDITIONS: The windows to receive film are aluminum
single and double hung, sizes as indicated on TE 1. PERFORMANCE TIME:
The Contractor shall commence work within one week after award and
shall complete the work no later than 30 April 1999. SPECIAL
REQUIREMENTS: After award, coordination for access to buildings shall
be accomplished through the DPW, Construction Branch, telephone (580)
442-6015. MATERIALS: Window film shall be equal to or exceed product
MT-200-x-2mil as produced by Madico, Inc. Window film shall be a .002",
or 2 mil minimum, single ply plastic film, designed for application to
the interior of glass surfaces. The film shall be translucent, that is
with properties that will allow light transference without clear visual
access to the interior of buildings. The adhesive shall be integral
with the film as delivered from the factory. The following properties
are minimum characteristics that will be used in determining approval
of the product: Tensile strength -- 25,000 psi; Adhesive type --
Acrylic pressure sensitive; Peel strength -- 5 to 6 pounds per inch;
Visible light transmitted -- 66%; Mirror index -- .2; "U" Factor --
1.08; Ultraviolet light transmitted -- 0-4.0%. All materials shall be
installed in strict accordance with the manufacturer's printed
instructions. SUBMITTALS: As part of their offer, the Contractor shall
submit three 8" x 10" samples of the window film material, as well as
three copies of the documentation which describes the fitness and
adherence to the guidelines established in this scope of work. The same
type of film shall be used on all windows. Potential bidders are
encouraged to visit the site to determine exact quantities of window
surfaces to receive film. For site visit arrangements, contact Tom

Total all buildings: $__________. Awards shall be made to the overall
lowest bidder. FAR Provision 52.212-1 applies. Offerors must submit a
price for each line item. Facsimile or electronically submitted
proposals are not authorized. The Government will evaluate quotes in
response to this request and award a purchase order to the responsible
offeror whose offer conforming to this request, will be most
advantageous to the Government considering price and other factors
(e.g., past performance, delivery, and/or quality). Award will be made
based upon the best value to the Government in accordance with
procedures in FAR 13.106-2(b). Offerors shall include a completed copy
of the provision at FAR 52.212-3 with their offer. FAR Clause
52.212-4, Contract Terms and Conditions Commercial Items applies. FAR
Clause 52.212-5 applies. The following FAR clauses/provisions cited in
the clause also apply: 52.203-6, 52.219-8, 52.219-14, 52.222-21,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, and 52.222-42.
Wage determination 94-2525 (Rev. 11) dated 11/17/98 applies. FAR
Clauses 52.204-6, 52.219-6, 52.232-33, DFARS Provision 252.204-7001 and
DFARS Clause 252.204-7004 apply. The Government does not intend to make
multiple awards. Offers are due no later than 4:00 p.m., 26 March 1999.
