government intends to award a contract for B-52 ATD Contractor Logistic
Support (CLS). The B-52 ATDs are located at Barksdale AFB, LA and Minot
AFB, ND and include the Weapon System Trainer (WST), T4 Electronic
Warfare Simulator (EWS), Cockpit Procedures Trainer (CPT), and
Offensive Station Mission Trainer (OSMT). The contractor will be
required to operate, maintain, and provide logistics support of these
ATDs. The contractor will also be required to adequately staff,
operate, and maintain the Training System Support Center (TSSC).
Finally, the contractor will be required to design, develop, test, and
implement major hardware/software modifications to these training
systems to maintain concurrency with the B-52 weapon system and/or
enhance ATD performance. The contractor must possess the capability to
incorporate highly technical modifications into the ATDs' systems and
modify/upgrade training devices and software. Contractor personnel
will require a SECRET security clearance. This acquisition willbe a
successor to and cover the combined efforts under contracts
F42630-92-D-0321 and F42630-94-D-0535. The estimated value of the
proposed contract, including ATD system upgrades and/or aircraft
concurrency modifications, is $234M. The proposed contract will be an
Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 90-day
ramp up period, a one-year basic contract, and 9 one-year option
periods. The proposed contract will include fixed-price award fee, cost
reimbursable, and labor hour CLINs. The government reserves the right
to use any other contract type deemed appropriate for future ATD system
modifications. The Service Contract Act will apply. This acquisition
will be conducted using the latest source selection procedures and has
been set-aside for small business (SIC code: 3728). The solicitation,
along with all applicable attachments, will be posted electronically

paper copies of information will be provided. A draft of the
solicitation is currently posted at this site. All questions should be

phone number. Questions and answers will be posted and available for
all offerors at the website identified above unless the question and/or
answer are proprietary or reveal an offeror's unique strategy. The
approximate issue/response date will be 30 MAR 1999. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. This proposed
procurement is under a 100 percent small business set aside, the size
standard for which is 1,000 employees. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
