99 Project P-062A Approximately 25 kilometers of aggregate roads, tank
trails, and tactical trails; 14 kilometers of underground telephone
service; 10 kilometers of overhead electrical service; 10 kilometers of
sanitary sewer force mains; 8 kilometers of water mains; a prestressed
concrete slab bridge, 3 steel observation towers; 12 kilometers of
security fence; 29 gates, and demolition at various locations
throughout the 41,000 acre site at GSRA. The contractor shall provide
all labor, supervision, engineering, materials, equipment, tools,
parts, supplies, and transportation to perform all of the services
described in the specification. FY 00 Project P-935 Approximately 50
kilometers of aggregate roads; 35 kilometers of security fence; 1
kilometer of overhead electrical service; 10 kilometers of underground
telephone service; 1 kilometer of water mains; 1 kilometer of sanitary
sewer force main; a range operations tower; general purpose
operations/instruction/storage building; and other incidental
structures. This work to be included as a not-to-exceed unit price
based option (or options). The requirements for the technical Source
Selection criteria factors are as follows: Phase I Factors: (1)
Technical Factors: (a) Past Performance: subfactor (1) Prime
contractor's past performance; subfactor (2) subcontractor's past
performance; and subfactor (3) Safety and health rating; (b) Relevant
Experience: subfactor (1) Prime contractor's corporate experience;
subfactor (2) Subcontractor's experience; and (3) Key personnel's
experience; and (c) Support for Small, Small Disadvantaged, and Women
Owned Businesses: subfactor (1) Subcontracting past performance; and
subfactor (2) Subcontracting plan effort. Phase II Factors: (1)
Technical Factors: (a) Past Performance: subfactor (1) Prime
contractor's past performance; subfactor (2) subcontractor's past
performance; and subfactor (3) Safety and health rating; (b) Relevant
Experience: subfactor (1) Prime contractor's corporate experience;
subfactor (2) Subcontractor's experience; and (3) Key personnel's
experience; (c) Support for Small, Small Disadvantaged, and Women Owned
Businesses: subfactor (1) Subcontracting past performance; and
subfactor (2) Subcontracting plan effort; and (d) Proposed project work
schedule; and (2) Price. For purposes of evaluation of offers the
technical factors, when combined, are as important as the price. The
Government reserves the right to reject any or all proposals at any
time prior to award; to negotiate with any or all proposers; to award
the contract to other than the proposer submitting the lowest total
price; and to award to the proposer submitting the proposal determined
by the Government to be the most advantageous to the Government.

ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not
assume that they will be contacted or afforded an opportunity to
qualify, discuss, or revise their proposals. The Request for Technical
Proposals for Phase I will be issued on 2 April 1999. The receipt date
of technical proposals is 4 May 1999 at 2:00 p.m. Price proposals for
Phase II will be requested after the competitive range has been
established. This solicitation is available in electronic format only.
All documents will be in the Adobe Acrobat PDF file format on CD ROM.
The free Acrobat Reader, required to view the PDF files, is provided
on the CD or can be downloaded from the Adobe website. Drawings are
additionally included in the generic TIF graphic format. A charge will
be made for each CD. The cost is $12.50 for each CD. This price
includes priority mail postage. These sets will be made available upon
receipt of a written request, and a non-refundable check or money
