The Naval Air Systems Command (NAVAIR) is seeking small business sources who have specific past experience with, and the requisite/existing capability to design, develop, manufacture, and test filament wound composite external fuel tanks (EFTs) with an approximate useable capacity of 480 gallons for the F/A-18E/F aircraft in accordance with the conditions set forth in Federal Acquisition Regulation (FAR) clause 52.219-14, "Limitations on Subcontracting". Such small business concerns are requested to prepare and submit a focused document, not to exceed 10 typed single-spaced pages in 12 point font, which details the following: 1) past contracts (including contract numbers and points of contact) for military jet external fuel tanks, 2) knowledge and understanding of the requirements which govern design of EFTs in operational and carrier-deck environments, 3) engineering and management capabilities sufficient to synthesize the requirements of (2) into a workable, producible, and qualified design, and 4) facilities, personnel, and resources sufficient to manufacture and test approximately 144 tanks per year at a rate of 12 units per month.
