Desc: PM Signals Warfare intends to negotiate a sole source EMD contract with Delfin Systems of Santa Clara, CA. The contractor will be responsible for developing interim PROPHET Ground using its DF set, the AN/PRD-13(V)2 mounted in a HMMWV as well as in a dismounted manpackable role. The effort will consist of design and subsequent implementation tasks including, but not limited to, installation of the AN/PRD-13(V)2 in a HMMWV, the man-machine interface, and a vehicular antenna system (i.e. mast, cables, antenna, installation hardware). There may also be a design effort to facilitate interface to the Tactical Internet. The DF system is one already procured by SOCOM and DA for use as a manportable system. Delfin Systems is currently working under SOCOM contract USZA22-98-98-0006. This new work will build upon the testing and characterization of their DF set. The award of this contract is contingent upon the successful completion of the test/characterization of the DF set at Ft. Huachuca. No RFP is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature and pricing, within 15 days of this announcement to the point of contact listed above. This is not a request for competitive proposals; however all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
