NASA/GSFC plans to issue a Request for Quote (RFQ) for the purchase of a liquid helium dewer with 12" x 15" high working space and rotatable mounting fixture/dolly, per the following specifications: A) Liquid helium capacity: 30 liters. B) Time between refills: 100 hours or more. C) Thermal blanketing may be used to achieve the hold time requirements, but it must be removable and reattachable easily when removing shields. D) LN2 reservoir may be used to meet the hold time requirement, or it may be met with vapor-cooled shields. If LN2 is used, it must last at least 20 hours between refills. E) If LN2 is used, the LN2 tank must have separate fill and vent lines. F) Working space for component testing shares a common vacuum space with the dewar. G) Working space dimensions shall be approximately 12" diameter x 15" high. The working space will be surrounded by a shield thermally and mechanically attached to the liquid helium tank. H) Top of working space is a plate (instrument mounting plate) that also isthe bottom of the helium tank. I) This plate has a rectangular grid of blind bolt holes with helicoils for 8-32 screws (~0.25" deep). J) This plate shall be removable from the tank. K) The tank seal shall be made with indium wire. L) LN2 shield (or vapor cooled shields) must be removable so that complete access from the top or sides is allowed to the working space to the bottom of the tank. M) In addition, the outer shell shall be removable to allow complete access to the LN2 tank, if used. N) Each tank shall be removable from the dewar through the use of metal sealed flanges on the pumping line and through the use of removable supports. O) Dewar shall have a rotatable fixture/dolly, so that it may be rotated vertically at least 180 degrees (that is, with the helium tank up) and rolled freely. P) The instrument mounting plate and dewar must be able to support a 30-pound instrument. Q) Delivery must be within 8 weeks ARO. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The SIC Code and Size Standard are 3679 and 500 employees, respectively. The DPAS Rating for this procurment is DOC9. The anticipated release date of RFQ 552-23329-0000/920 is on or about 04/05/99 with an anticipated quote due date of on or about 04/20/99.
