66 -- ICE-FREE WIND SENSOR SOL 52-SPNA-9-00007 DUE 052599 POC Donald M. Thompson, Contracting Officer, 301-713-2110 The NOAA Automated Surface Observing System (ASOS) program intends to enhance the reporting of wind data on the ASOS. The Government requires a low maintenance wind sensor capable of operating in severe outdoor environments including freezing and frozen precipitation events. The Government has determined that these fundamental requirements are best met with 1) sensors based on non-moving part technologies, and 2) sensors that are not based on thermal technologies. The Government requires a sensor that is designed to measure wind speed and direction up to 125 knots, designated the Standard Version Ice-Free Wind Sensor. There is also a requirement to measure higher speed winds associated with tropical storms in coastal areas. This sensor is designated as the Enhanced Version Ice-Free Wind Sensor and has a requirement to measure wind speeds up to 175 knots. The Ice-Free Wind Sensor shall be capable of reporting scalar, horizontal wind speed, peak wind speed, wind direction, and peak wind direction data based on selectable averaging intervals from one to thirty seconds in one second increments. Peak wind speed and direction averages shall be computed and updated once per second. The sensor shall report the maximum peak wind speed and the associated direction recorded since the last request for data. The Government is seeking commercial off-the-shelf (COTS) sensors that meet the Ice-Free Wind sensor requirements specified above, or that, through a short term, low risk development effort can be redesigned to be compliant with all Government Ice-Free Wind sensor requirements. As part of the proposal evaluation process, the Government intends to procure up to four commercial COTS sensors from responsive Offerors that shall then be subjected to wind tunnel calibration tests, laboratory, outdoor exposure, and field tests. This announcement provides information regarding the pending Request for Proposal (RFP) for the ASOS Ice-Free Wind sensor. The RFP will be released on or about March 25, 1999 with proposals due May 25, 1999. The RFP package will provide a succinct description of what is sought and information on the evaluation criteria.
