COMMERCE BUSINESS DAILY ISSUE OF MARCH 16,1999 PSA#2303Hq, Space and Missile Systems Center, SMC/PK, 155 Discoverer Blvd,
Suite 1516, Los Angeles AFB, CA 90245-4692 70 -- DMSP SOLAR ANALYST WORK STATION DUE 040999 POC Contract
Negotiator, 2nd Lt Damian Benigno, (310) 336-4317; Contracting Officer,
Mr. William S. Trombetta, (310) 336-4460; Technical Representative, Mr.
Kevin Scro, (719) 556-2792 The Solar Analyst Workstation (SAWS) will
provide remote command and control of four Solar Electro-Optical
Observing Network (SEON) sites. Each site will have three sensors, the
Solar Radio Spectrograph (SRS), the Solar Radio Burst Locator (SRBL),
and the Improved Solar Optical Observing Network (ISOON). These
sensors will provide the Air Force data needed to analyze the impact of
solar activity on the near-earth space environment. SAWS will ingest
data and imagery from up to three active SEON sites (determined by
local time-of-day and local conditions), provide command and control of
the SEON sensors, ingest data and imagery from other solar monitoring
sources such as SOHO, Yohkoh, and the planned Solar X-ray Imager. It
will allow manipulation of data and imagery for analysis, generate
warning, alert, and other products, and interact with the Space
Environment Operations Center database. This effort is anticipated to
be predominately software rehost and the development of display and
analysis tools. Asingle end-item is anticipated, although it will
consist of multiple hardware and software components. Delivery of the
system will allow all four SEON sites, currently anticipated to be in
Moron, Spain, Kaena Point, Oahu, HI, Learmonth, Australia, and Holloman
AFB, NM, to distribute their data to a central location currently
anticipated to be at Colorado Springs, CO. System delivery will include
appropriate hardware and software at these five sites. This effort will
also include the analysis and recommendation of an appropriate
communications solution between these sites (hardware and software) to
satisfy these requirements. Ongoing studies may cause some of the
locations to be modified. Delivery is anticipated to be approximately
12 months from contract award date (7 Jun 99), but offerors will be
free to propose alternate delivery schedules consistent with the
detailed requirements. All interested parties are invited to submit a
statement of capabilities not to exceed five pages in length no later
than 15 days after publication.***** Posted 03/12/99 (W-SN307984).
