Laboratory has a requirement for research, development and engineering
support in the area of plasma physics research. More specifically, the
research will be in the areas of laser-plasma and laser-matter
interactions, inertial-confinement fusion and lasers for fusion
applications, strong-field physics, the simulation of space plasmas in
the laboratory, the production of shock waves in gases and solids, and
the high speed and high dynamic range diagnostics required for these
investigations. The contractor shall provide design fabrication
installation repairs and maintenance in support of the research
hardware and related equipment. The contractor shall also provide
design and engineering support as well as machining construction, and
acquisition and assembly of hardware. The contractor shall also deliver
system or subsystems to the Laboratory. In addition, the contractor
shall provide professional and technical support to coordinate designs
with existing hardware, and for assembly, debugging, maintenance,
repair and support of research hardware delivery to the Government and
to repair and/or modify existing hardware. The contractor will be
required to design, fabricate, install, repair and maintain research
hardware. The design and fabrication will be conducted primarily at the
contractor's facility, however the installation, maintenance and repair
will be at the Government's facilities. Please note that personnel may
be required to work at the Naval Research Laboratory for extended
periods of time. The Statement of Work will be included with the
solicitation. Offerors must have demonstrated experience and
demonstrated ability to provide qualified personnel in performing the
specified tasks. Prior to contract award, the contractor must personnel
available with DoD granted personnel security clearances commensurate
with level of access required for performance of the contract (SECRET).
The Government anticipates award of a Cost Plus Fixed Fee type
contract. The anticipated period of performance will be for twelve (12)
months with four (4) one-year options. The solicitation will close 30
days after the solicitation issuance date. The Standard Industrial Code
is 8731. Numbered Notes 1 and 26 apply. The NRL uses Electronic
Commerce (EC) to issue RFPs and amendments to RFPs. The solicitation
and any amendments to it will be available via the Internet at the URL
address shown below. Paper copies of the RFP will not be provided.
