behalf of the U. S Army Office of the Chief, Army Reserve (OCAR) and in
accordance with FAR 6.3, the Defense Supply Service -- Washington
(DSS-W) intends to award a purchase order (under the simplified
acquisition threshold) on a sole-basis to Dr. Leslie Day. The
contractor will be required to reexamine existing data collected from
recent (OCAR) sponsored studies over the past 3 years. The studies to
be reviewed include the Impact of Mobilization and the U.S. Army
Reserve (USAR) Force Integration Study. The two efforts were conducted
separately, but captured data from multiple rotations of Operation
Joint Endeavor. This task will synthesize both data sets (Impact of Mob
captured rotations 1 & 2; Force Integration Study from rotations 3&4),
and examine multiple factors that influenced Reservists experiences
and intent to remain in the USAR. This task seeks to combine the data
sets, conduct additional analyses, and prepare findings for wider
distribution beyond the original audiences of thestudies. Anticipated
outcomes include articles in publications with broad readership.
Specifically, the study will probe the datasets in more depth than was
required, asked for, or possible under the original tasks. It will
also identify commonalties across various databases, in terms of
specific items and measures that can be pooled for additional analysis
and to create a new database(s) of those common items. Additionally,
the study requires analysis of these items to look for additional depth
of information, validate earlier findings, strengthen conclusions and
statements that can be made about those previous findings as a result
of a more powerful database, and to discover any additional findings
not present in the un-pooled data. Finally, the effort requires
developing articles and research reports on those findings for
dissemination to audiences within the Army, USAR, DOD, and any other
OCAR-identified potential audience. There is no solicitation document.
