United States Air Force Europe (USAFE) is seeking the services of a
consultant firm, with specific experience in the international labor
arena (labor contract negotiations, international/host country labor
laws) to assess and analyze past USAFE approaches and strategies in
negotiating and concluding revised Collective Labor Agreement (CLA)
provisions with the Turkish labor union, based on host nation labor law
guidelines, and in consideration of the political and military
environment. Findings of the consultant review will serve as basis for
USAFE to position itself in the most effective manner for future CLA
negotiations. SPECIFIC OBJECTIVES. Analyze, review, and propose
possible improvements concerning: a. selection of USAFE appointed chief
negotiator (timing, qualifications, status within organization). b.
defined role of chief negotiator, with respect to negotiating
flexibilities and/or limitations. Involvement of chief negotiator in
other management decisions impacting the CLA bargaining process. c.
composition of management negotiating team (size, required expertise
and role of individual team members). d. management's interpretation
and application of Turkish labor laws and court rulings relevant to the
bargaining process and applicable during the labor strike phase
(management legal rights or prohibitions). e. negotiating philosophies,
strategies and tactics applied, and positions presented by management
during and outside bargaining sessions with labor union. f. decisions
made at every management level, directly or indirectly impacting
management's negotiating positions and final outcome of CLA. g.
involvement by, utilization of, and coordination with other DoD, US
government, and host nation government agencies. h. method, content and
quality of management communications to the work force and the Turkish
public during negotiations and strike periods. i. identify areas which
can be further developed in favor of management, to include pros and
cons of contracting for additional expertise in labor contract
negotiations. note: any resultant contract will include a conflict of
interest clause prohibiting the successful contractor from
participating in any follow-on contracts dealing with Turkish Labor
Union negotiation support. Place of performance will be Ramstein AB
