Synopsis. This sources sought defines the efforts necessary to provide technical analytical, and engineering support to the Space and Naval Warfare Systems Command's Electromagnetic Environmental Effects (E3) program. This proposed effort shall support engineering tasks designed to deconflict electromagnetic systems and improve the electromagnetic compatibility (EMC) in littoral and joint environments. Planned tasks will include but not be limited to: Performing technical analysis to recommend enhancements to analytical capabilities of existing automated E3 and frequency management tools; updating the system requirements of those tools based on technical evaluation and fleet feedback; engineering investigations; testing, developmental tasks and evaluation related to software and hardware as well models and simulators; analysis of maritime littoral environments for EMC and joint evaluation of systems in littoral and shore EME; Signal digitizing and replication as related to spectrum management applications to Navy, joint and combined initiatives; and technical analysis to support SPAWAR in the National and International spectrum management arena. Support Required. The following technical and analytical support will be required under this effort: 1. Provide analytical, technical, and software design support to ensure that the automated tools used for E3 transition effectively from developmental to implementation. Recommend additions and enhancements to ensure interoperability with Navy, joint and other national systems. 2. Participate in operational exercises and recommend solutions for resolving spectrum and frequency management problems. 3. Collect information and contact Navy and other service components as well as other national entities to determine E3, and frequency and spectrum management requirements. 4. Provide review and analysis of E3 modeling efforts from both government and non-government sources to determine applicability to E3 application. 5. Provide engineering analysis and evaluation of E3issues in the acquisition process, testing phases, operational evaluation, operational EMI problems, and joint EMI issues. Description. The total effort required is expected to be 15,000 staff hours per year, a five-year duration beginning FY00. This proposed effort is being considered for a small business set aside under sic code 8711. All interested firms/companies must submit a qualifications package detailing their proven experience with the full range of effort outlined in the "Support Required" 1 through 5 listed above, and provide a written solution of no more than two pages restating the problem and the recommended solution to the sample task below: "A commercial system that has never been used by DoD is being procured within the next nine months and is to be installed on US Navy platforms based in San Diego. Navy platforms with this system will be participating in operations in other countries and participate in exercises off the West Coast of the US. These exercises will be done in coordination with other test entities ashore. What E3 issues, including spectrum management and frequency management, would you take to the program manager of this system? What kind of analysis and what tools or processes would you recommend using? Staff Requirements. The following types of personnel are necessary: 1. Technical personnel familiar with engineering, software design, and software programming is necessary for this effort as well as a working knowledge of operational frequency management in the Navy. 2. Operationally oriented personnel with extensive experience and background in communications planning and different communications procedures for AORs around the world. 3. Personnel experienced in national level spectrum management process and procedures from a Navy and DoD perspective. 4. Personnel experienced in shipboard EMI testing. Additional Information All companies responding must state whether they are a large, small, or other disadvantaged business in their cover letter. Any current factors presently under consideration, such as mergers or acquisitions, that could affect small business status or potentially impact series, shall be disclosed. Resumes must be presented for descriptions of personnel that satisfy the personnel requirements. Include a list of current and prior government contracts with points of contacts and phone numbers. Interested parties must have or be able to obtain a SECRET clearance within 30 days after contract award and have a facility within 25 miles of SPAWAR headquarters. This is not a request for proposal, nor does the government intend to pay for any information solicited. Proprietary information submitted in response to this synopsis will be protected when so designated. Acknowledgement of receipt will not be made, nor will telephone inquiries be honored. Responses to this synopsis must be received no later than 26 March 1999. Firms/companies must submit 3 copies of qualification packages.
