purpose of this synopsis is to advise industry, for planning and/or
preparation purposes, of a requirement at Air Force Space Command and
the 21st Space Wing, Peterson AFB CO, that is currently in the
preliminary planning stages. While the action being advertised is
certain to occur, the amount of contractual-related information
available for publication at this time is limited. In order to provide
industry with sufficient information to make the necessary business
decisions, this requirement will be synopsized a minimum of two
additional times IAW FAR 5.205(e) with new information as it becomes
available. The 21st Contracting Squadron at Peterson AFB CO seeks
potential sources under an OMB Circular A-76 study to perform a variety
of non-personal services in support of the mission of the 721st
Communications Squadron, Cheyenne Mountain Air Station (CMAS),
Colorado. These services include operations, maintenance, and
management of Cheyenne Mountain command, control, communications, and
computer (C4)systems supporting the air defense mission of North
American Aerospace Defense Command (NORAD), and the missile warning and
space surveillance missions of United States Space Command (USSPACE).
The contractor shall perform tasks and fulfill functions satisfying
specified service availability rates and mean times to repair (MTTR)
for Cheyenne Mountain 1) mission systems, 2) data networks, 3) voice
communications, 4) video systems, and 5) mission centers. The
contractor shall fulfill systems management tasks, including 1)
planning support, 2) installation support, 3) systems security, 4)
testing support, 5) system operations, 6) systems maintenance, 7)
systems shutdown/restart, 8) systems removal/relocation, and 9) systems
growth. In addition, the contractor shall satisfy management task
responsibilities including, 1) staffing a contract organization, 2)
managing the contract organization, 3) maintaining the contract
vehicle, and 4) measuring contract performance. These services shall be
performed on a 24-hour/day, 7-day/week basis, unless otherwise
specified. The contractor shall also be required to interface with
other contractors or government agencies in support of issues dealing
with Cheyenne Mountain systems in areas where the contractor is the
functional manager. This listing should be considered neither final nor
all-inclusive at this time. Contract start shall be on approximately 1
April 2001, preceded by a minimum of a 120-day phase-in period.
Performance periods are expected to be one basic year with four
one-year options. Contract type, SIC code, business size determinations
and acquisition procedures have not been made final as of this date.
