ScullyJA@navair.navy.mil. The Naval Air Warfare Center Aircraft
Division (NAWCAD), St. Inigoes, MD has a requirement for technical,
engineering, management and professional services for the Special
Communications Requirements Branch to support Special Communications
Programs of the DoD, Joint Services and Federal Agencies. The services
include performing various engineering, design, development,
acquisition, integration and installation tasks relating to
communication-electronics (C-E) and information transfer systems for
Special Communication Programs. The contract type is anticipated to be
a cost plus fixed fee with an estimated level of effort of 835,000
man-hours for a total of five years, with the requirement that a
minimum of 15% of the total estimated contract value be subcontracted
to small, small disadvantaged and woman owned businesses. The period of
performance will be for a base period of 12 months (commencing on 1
October 1999 and running through 30 September 2000) with four one-year
options (running from 1 October2000 through 30 September 2004). It is
anticipated that this solicitation will be released 22 April 1999.
This requirement is a follow-on to contract N00140-95-C-L036 in which
Booz-Allen and Hamilton is the incumbent. All interested firms must
have or be able to obtain a SECRET facility clearance. "The Navy
intends to release the solicitation, including any subsequent
amendments, via the Internet. The solicitation will reside on the
NAVAIR Home Page located on the World Wide Web (WWW). The WWW server
may be accessed using client browsers such as NETSCAPE and INTERNET
EXPLORER. The WWW address, or URL, for the NAVAIR Home page is:

Washington, D.C. contracts" . In addition to the availability of the
solicitation for downloading at this Internet site, the Navy will also
E-Mail a notification of release of the solicitation and any
subsequent amendments to all prospective offerors who submit a request
to register for this information via E-Mail. Such requests for this
