The authority for this action is found in the USAID Acquisition
Regulation, other than full and open competition at 706.302-70,
Impairment of Foreign Aid Programs (40 USCC 253 (c)(1) and FAR 6.302-1.
The citation states that "Only one responsible source and no other
services will satisfy agency requirements." The specific application is
found at subparagraph (b))(5), which states that "an award for the
continued provision of highly specialized services when award to
another resource would result in substantial additional costs to the
government or woul result in unacceptable delays." The purpose of this
contract extension to provide USAID and cooperating government
agencies with short-term technical and advisory services in strategic
planning, performance measurement, and evaluating USAID and developing
country policies, programs, and projects. Under the IQC, MSI provides
a range of these services through a PPC/CDIE delivery order, including
support not only to PPC/CDIE, but also to the Africa and the Asia and
Near East Bureaus and their respective operating units. Together, the
three bureaus provide funding for the contractor level of effort. The
long-term contract staff includes six full and part time analysts
working with PPC/CDIE, two full and part time analysts working with
AFR, and three full and part time analysts working with ANE. In
addition, a variety of short-term consulting expertise is uesed. There
are four major tasks in the delivery order Statement of Work,
including technical assistance in strategic planning; performance
measurement and results reporting; training and guidance in
reengineered program operations processes and systems, and; technical
reviews and analyses of strategic planning, performance measurement,
results reporting, and reengineering. This modification would allow for
aprroximately six additional months of technicl assistance to ensure
suffiecient completion of all ongoing and planned tasks, and ensure a
smooth transition to the new Integrated Manageing for Results contract
to be awarded by September 30, 1999. The RFP for the new contract,
