BASIC OBJECTIVE: United States Air Force Europe (USAFE) is seeking the services of a labor relations/legal consultant, with specific experience in the international (preferably Turkish) labor arena (labor contract negotiations, international/host country labor laws, host nation compensation systems and employment conditions), to lead and/or advise a joint USAFE/Base Maintenance Contractor negotiating team in preparation for and during Collective Labor Agreement (CLA) negotiations with the Turkish labor union. SPECIFIC OBJECTIVES: a. project calls for full-time availability of consultant for a minimum period of 6 months, possibly up to 12 months, at locations predominantly in Turkey. b. consultant is expected to either (1) assume duties as the management chief negotiator, leading a management negotiating team comprised of representatives from three separate entities, and various organizational functions, and of different nationalities; or (2) assume duties as a deputy chief negotiator or advisor to the chief negotiator (field grade officer). c. consultant should have the expertise to represent USAFE interests at the bargaining table in the most effective manner, in order to secure the most favorable labor contract (in terms of labor cost and ability to manage the work force), while at the same time minimizing the risk of any labor unrest which would impact the military mission. d. consultant must have ability to assess, resolve, or recommend resolutions for complex legal, labor, financial issues relevant to the CLA bargaining process. e. analyze union demands, prepare management positions based on parameters established by USAFE leadership, develop negotiating strategies and tactics, present management positions to unions and other interested parties, interact with Turkish military, labor, justice officials. f. analyze Turkish labor laws and court decisions, and recommend most effective course of action.
