REMOVAL, REDUCING VOLUME OF, AND DISPOSING OF DEBRIS GENERATED BY STORMS OR OTHER NATURAL DISASTERS DURING HURRICANE SEASON. The contractor is to provide supervision, labor, equipment and materials necessary to remove, reduce volume of, and dispose of debris generated by storms or other natural disasters during hurricane season in Puerto Rico. This procurement will be in support of emergency operations in the aforementioned area. The contract is subject to the Robert T. Stafford Disaster Relief and Emergency Assistance Act. In accordance with the Act, organizations, firms, or individuals doing business primarily in Puerto Rico are entitled to a preference in the award of this contract. The contract will be established as a combined Requirements-Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The base contract period will be for one year, with the requirements portion set at $1,000,000.00, with an option of increasing the capacity an additional $4,000,000.00 using Indefinite Delivery/IndefiniteQuantity procedures. Two option periods will be included: each for a period of two years, with the requirements portion set at $1,000,000.00, with an option of increasing the capacity an additional $9,000,000.00 using Indefinite Delivery/Indefinite Quantity procedures. The maximum for each task order issued under the requirements portion of the contract (base and options) will be $1,000,000.00. The maximum for each task order issued under the IDIQ portion for the base year is $4,000,000.00. The maximum for each task order issued under Option Period 1, IDIQ portion, is $9,000,000.00 and under Option Period 2, IDIQ portion, is $9,000,000.00. The total duration of the contract, including any options, shall not exceed 5 years. Solicitation is being issued in an electronic format only. This is an unrestricted acquisition and all responsible sources are encouraged to participate. All interested firms are reminded that the successful firm will be expected to place subcontracts to the maximum practicable extent with small and small disadvantaged firms in accordance with the provisions of Public Law 95-507 and in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act, will be required to give preference to firms and individuals doing business primarily in Puerto Rico. If a large business firm is selected, a small business subcontracting plan will be required prior to award.
