commercial items prepared in accordance with the format in Subpart 12.6
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are
being requested and a written solicitation will not be issued. (ii)
Solicitation N62306-99-Q-3052 is issued as a request for quotation.
(iii) This solicitation document and incorporated provisions and
clauses are those in effect through FAC 97-09. (iv) This is a full and
open procurement under SIC 3812, Search, Detection, Navigation,
Guidance, Aeronautical and Nautical Systems, Instruments and Equipment.
Size standard of 750 employees. 100 percent set aside for small
business. The purchase order type will be firm fixed price. All
responsible sources may submit a quotation and all quotations received
by the closing date specified herein shall be considered by the
agency. To be considered, the quotations must meet the agency's
requirements as specified in the salient characteristics. Quotes on
equal product must be accompanied with descriptive literature which may
be submitted via fax to R. Mayeux at 228-689-8392. Failure to submit
literature may result in disqualification. (v) There is one line item
0001, Acoustic Release, quantity five (5) each. (vi) Description: The
Naval Oceanographic Office has a requirement for Dual Channel
Transponder Acoustic Release in accordance with the following salient
characteristics. SCOPE: Acoustic releases are used to retrieve
Navoceano oceanographic instrumentation during various projects.
COMMAND COMMUNICATION: Unit shall be able to receive commands in binary
FSK-16, 11 block cyclic codes and be totally compatible in relation to
communication with the Edgetech Model 8011 and 8011A deck units
utilizing Edgetech Model 8012 or 8015 transducers. COMMAND CODES: Unit
shall have release, enable transponder channel A, enable transponder
channel B, and disable transponder channel A and B commands. STATUS
REPLY: Unit shall send an acoustic reply on confirmation of release,
enable and disable commands. These replies shall be coded according to
the horizontal or vertical attitude utilizing a 45-degree tilt sensor.
In addition these replies shall be coded to report the released or not
released condition. INTERROGATION COMMUNICATION: Interrogation
frequencies shall be 11kHz for transponder channel A and 9kHz for
transponder channel B. Reply frequencies shall be factory set at 12kHz
for transponder channel A and 11kHz for transponder channel B. BATTERY
LIFE: Unit shall operate a minimum of 2 years with a minimum of 40,000
replies. BATTERY TYPE: Unit shall utilize individually replaceable 9V
alkaline batteries. RELEASE MECHANISM: Unit shall employ a mechanical
release mechanism. RELEASE LOAD: Unit shall be capable of a minimum of
12,000 lbs(central axis loading). DEPTH RATING: Unit shall be capable
of 6000 meters. PORTS: Unit shall have a purge port for back filling
with a dry gas. HOUSING: Unit housing shall be constructed of Nickel
Aluminum Bronze. LENGTH: Unit shall be a maximum of 38 inches in
length. WEIGHT: Unit weight in air shall be a maximum of 80 lbs. Unit
weight in water shall be a maximum of 65 lbs. (vi) Date of delivery is
June 16, 1999; Place of delivery and acceptance is Receiving Officer
Building 9134, Naval Oceanographic Office, Stennis Space Center, MS
39529-5001; FOB: destination. (vii) The following Federal Acquisition
Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR)

1998). In accordance with FAR 52.212-2 Evaluation of Commercial Items,
the Government intends to make a single award to the offeror whose
total offer on all items is considered to be the most advantageous to
the Government based on technical compliance with the salient
characteristics. 1. Technical: Technical compliance of the items being
offered to the specifications contained herein. Offerors are requested
to submit with their quotations adequate item description of products
offered including but not limited to manufacturer name, part number,
model number and any additional technical information/description in
sufficient detail for evaluation of the quotations as to the compliance
with the specifications. Documentation may include product literature,
brochures, etc. 2. Past Performance: Those submitting a quotation in
response to this notice are to provide past performance information
relative to the item quotes, such as past customers, customer order
number, quantities sold, price sold, Point of Contact including phone
number, name of company, of at least three (3) Government and/or
Commercial sources and any other information on past performance in
support of this factor for evaluation deemed applicable. Such as
documentation supporting the offerors committment to customer
satisfaction, the company knowledge and experience, performance record
for products and any other factors deemed relevant to past performance
excellence. 3. Price The Government will determine the relative
capability of each offeror on the basis of its relative organizational
past performance on directly related or similiar contracts, its
relative understanding of the Government's requirement and demonstrated
ability to provide products meeting the salient characteristics and
specifications conforming to customer satisfaction and requirements.
Technical and past performance, when combined are equal to price.
Offeror's are reminded to include a completed copy of DFAR 252.225-7000
Buy American Balance of Payments Program Certificate. (It is the
responsibility of the contractors submitting a quotation in response to
this notice to obtain, complete and return this information with the
offer). Offers are due by the closing time of noon (1200) on 22 Mar 99.
