SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING
REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION
NUMBER 53SBNB960058 IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ)
USING SIMPLIFIED ACQUISITION PROCEDURES. Incorporated provisions and
clauses are those in effect through Federal Acquisition Circular (FAC)
97-10. The SIC code applicable to this acquisition is 3829 and the
related small business size standard is 500; however, this requirement
is unrestricted. The National Institute of Standards and Technology
(NIST) has a requirement for a gamma-ray spectrometry system consisting
of the following components: (1) coaxial high-purity germanium gamma
detector, meeting the following requirements: (a) relative efficiency
= 40% or greater; (b) resolution at 1333 keV -- 1.75 keV or less; (c)
Peak/Compton ratio = 65:1 or greater; (d) coaxial slimline
resistive-reset preamplifier in vertical cryostat with 30-L Dewar; (2)
research grade nuclear pulse amplifier, Ortec Model 672 or equal; and
(3) bias supply of 6kV with remote shutdown controlled by detector in
item 1. Required delivery shall be FOB Destination (Gaithersburg, MD)
within 60 days of award. The Government will award a purchase order
resulting from this solicitation to the responsible offeror submitting
the lowest-priced technically acceptable offer. To be considered
technically acceptable, an offer must meet all the minimum requirements
stated above (i.e., product specifications, delivery requirements). The
provision at 52.212-1, Instructions to Offerors -- Commercial Items,
applies to this acquisition. The clause at 52.212-4, Contract Terms and
Conditions -- Commercial Items, also applies to this acquisition. In
addition, the clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition, including subparagraphs (11) 52.222-21,

Buy American Act-North American Free Trade Agreement Implementation
Act-Balance of Payments Program, Alternate I; and Department of
Commerce Agency-Level Protest Procedures Level Above the Contracting
