This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, number N00173-99-R-LS05, is a request for proposals (RFP). The small business size standard for this acquisition is 100 and the SIC code is 5043. This acquisition is being issued as unrestricted. The Naval Research Laboratory (NRL) has a requirement for a high-speed video system (CLIN 0001, 1 each) that meets or exceeds the following specifications: The system must image at least 40,000 frames per second. It must provide 256 x 256 pixel resolution, as well as 256 gray levels. The system must be able to store 5,000 or more images in dynamic random access memory. The system must have the capability to be triggered in either a pre-trigger or post-trigger mode. Video format must be NTSC. The system must operate on 110 Volts AC. The system must include the following: An image download interface, permitting the images to be transferred to a computer via the General Purpose Interface Bus (GPIB) interface in Tagged Image File Format (TIFF); Software for image downloading: GPIB interface: RS232 computer control interface: Two professional VCRs with VHS/ Super VHS capability; User's Manuals in accordance with the DD Form 1423, Contract Data Requirements List; and Shipping cases for the imager and processor, so that the Government may carry these two items to perform fieldwork. In addition, the contractor shall provide a Miniature tripod that is between one (1) and three (3) feet in height, as well as a heavy-duty tripod, greater than four (4) feet in height. In addition, the contractor shall provide a halogen lighting system with a stand and case. Finally, the contractor shall provide the following lenses and lens accessories: f12.5 -- 75mm zoom, 16 -- 100mm manual control zoom lens f/1.9 c-mount, 25mm lens, 50mm lens, 90mm lens, 200mm macro lens, f/4.0, F-mount lens, and 52mm close-up lens set for 200mm lens, as well as, an F-mount to C-mount adapter and cases for above lenses. The required delivery schedule is not later than 90 days from contract award. The contractor shall deliver the system (all shipping charges paid) to FOB Destination point NRL, Washington, DC. Inspection and Acceptance will take place within seven (7) days of delivery.. The incorporated provisions and clauses of this acquisition are those in effect for Federal Acquisition Regulation (FAR) through Federal Acquisition Circular 97-10 and for Defense Federal Acquisition Regulation Supplement (DFARS) through Defense Acquisition Circular 91-13. The following clauses and provisions are hereby incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Items. Offerors are also advised to include with their offer a completed copy of the following provisions: FAR 52.212-3, Offerors Representations and Certifications -- Commercial Items and DFARS 252.225-7000, Buy American Act-Balance of Payments Program Certificate, both of which can be found at the following web site: http://heron.nrl.navy.mil/contracts. Offerors will be evaluated in accordance with FAR 52.212-2, Evaluation -- Commercial Items. The specific evaluation criteria under paragraph (a) of FAR 52.212-2 is: (1) technical capability of the item offered to meet the NRL's need, (2) price, and (3) past performance. Technical and past performance factors, when combined, are of equal importance in comparison to price. The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. The additional clauses cited under FAR 52.212-5, that are applicable to this acquisition are FAR 52.203-6, 52.219-4, 52.219-8, 52.219-23, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.247-64. The clauses at DFARS 252.212-7001, Contracts Terms and Conditions Required to Implement Statues Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. The additional clauses cited under DFARS 252.212-7001, that are applicable to this acquisition are: DFARS 252.225-7001, 252.225-7007, 252.225-7012, 252.227-7015, 252.227-7037, 252.243-7002, and 252.247-7024. In addition to the clauses listed in paragraph (e) of DFARS 252.227-7001, the contractor shall include the terms of the following clauses 252.204-7004 and 252.232-7009. Any contract awarded as a result of this solicitation will be a DO rated order certified for national use under the Defense Priorities and Allocations System (DPAS) (15.CFR 700). Any questions regarding this solicitation must be received no later than five (5) days prior to the closing date set forth below.
