(919)-541-0635 70 -- GEOGRAPHIC INFORMATION SYSTEMS (GIS) SOFTWARE
MAINTENANCE. EPA has identified a requirement for maintaining its
installed base of Geographic Information Systems (GIS) software during
the period April 1, 1999 through September 30, 1999. EPA uses GIS for
support of environmental decision-making through acquisition,
management, analysis, and display of environmental information in its
spatial context on EPA's centralized computing platforms. A brief
description of these functions of EPA's centralized computing platforms
follows. EPA's centralized computing platforms are located at its
National Computer Center in Research Triangle Park, N.C. EPA's
centralized computing platforms for GIS include Digital Equipment
Corporation, Data General, Sun, HP, and Windows NT servers and
workstations. These platforms support a wide range of scientific and
administrative applications that are critical to EPA's mission. EPA's
requirement includes software maintenance, software bug fixes, and
software upgrades. EPA is not aware of any organization, besides
Environmental Systems Research Inc. (ESRI), Redland, California, that
can meet the full range of EPA's maintenance requirements for its
installed base of GIS software. The software contains proprietary
information that cannot be accessed by anyone but ESRI, the software
vendor. Continued availability of the required maintenance services for
these critical data analysis components is necessary to ensure that EPA
can provide information services without disruption. Any disruption to
these services could have a serious negative impact on the Agency's
mission to protection the nation's environment. EPA plans on entering
into a sole source procurement with Environmental Systems Research
Inc., 380 New York Street, Redland, California 92373 for the GIS
software maintenance. Interested parties who believe they can provide
the required services are invited to submit, in writing, an affirmative
response demonstrating an ability to immediately provide the GIS
software maintenance. Any written response must be received no later
than 15 days after publication of this synopsis. Responses without the
required decoumentation will be considered non-responsive. This is NOT
a formal notice of solicitation. No telephone or facsimile request will
be honored. See Note 22.***** Posted 03/15/99 (W-SN308693). (0074) Loren Data Corp. http://www.ld.com (SYN# 0275 19990317\70-0002.SOL)
