A -- ENGINEERING AND MANUFACTURING DEVELOPMENT OF AIRBORNE LASER MINE DETECTION SYSTEM SOL N61331-99-Q-MK01 DUE 040799 POC Contract Specialist, Mary Kitchen, 850-235-5389; Contacting Officer, Carol Dreger, 850-234-4863 WEB: www.ncsc.navy.mil/contracts/synopsis/syntable.htm, www.ncsc.navy.mil. E-MAIL: KitchenMF@ncsc.navy.mil, KitchenMF@ncsc.navy.mil. The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, is seeking sources to perform E&MD of the ALMDS. The Airborne Laser Mine Detection System (ALMDS) is a non-acoustic Airborne Mine Countermeasures (AMCM) high area coverage system that will detect, classify, and localize floating and near surface moored sea mines. The system will be deployed from the CH-60S helicopter and thereby provide organic airborne mine defense for the carrier battle groups and amphibious ready groups. The system will provide rapid wide area reconnaissance and assessment of the threat posed by moored, floating, and drifting sea mines, a capability that does not exist in the current MCM inventory. This capability will be of critical importance in littoral zones, confined straits, choke points, and the Amphibious Objective Area (AOA). This effort will encompass the conduct of all analysis, system engineering and design, development, fabrication, assembly, testing, qualification, operator and maintainer training, documentation, planning, and management required by an E&MD program. The goals of the E&MD phase will be to: (a) Develop a sensor system that meets or exceeds all supportability goals, including reliability, maintainability, and availability requirements. (b) Demonstrate sensor performance that meets or exceeds the requirements of the ALMDS performance specification. (c) Demonstrate a final system configuration that is fully integrated and compatible with the CH-60S host platform. (d) During the Operational Test (OT) and Operational Evaluation (OPEVAL) programs, demonstrate that the CH-60S/ALMDS system concept is both operationally effective and operationally suitable. (e) Provide a complete and accurate Technical Data Package (TDP) including elements such as system design, training, and operation. The TDP will be suitable for competing any follow-on production requirements. The E&MD phase will provide for the development and delivery of at least three (3) ALMDS systems which will comprise the ALMDS Engineering Development Model (EDM) system at the completion of the E&MD phase to support DT/OT testing. Delivery and performance-period requirements have been established to support a Milestone III decision late in FY 2003. It is anticipated that there will be priced LRIP options to the E&MD contract. The Government intends to release a draft Request for Proposals (RFP) for industry comment in the 3rd quarter of fiscal year 1999. Interested sources on this program will be required to demonstrate: a. Recent and relevant experience in the engineering development of airborne, shipboard, or in-water LIDAR for underwater sensing or other relevant technologies, aircraft systems integration, mine countermeasures, and image processing. b. Recent and relevant experience in the development of military systems documentation for fielded systems including training and system support. c. Capability and experience in successfully operating within an Integrated Process and Product Development (IPPD) environment which will incorporate structured use of joint Government and Contractor Integrated Product Teams (IPTs) from the program management level down through the working levels. d. Capabilities and relevant experience on helicopters or in systems operating in a helicopter environment (including systems installation on helicopters). e. Facility and personnel security clearances at the SECRET level. The desired date for the commencement of the E&MD phase is early 1st quarter of fiscal year 2000. Additional information regarding the ALMDS program is available on the Coastal Systems Station website at http://www.ncsc.navy.mil/CSS/Projects/ALMDS/almds.htm. Interested firms shall respond within 20 days of this Sources Sought Announcement with brief documentation showing the company's ability in the areas described above. Only prime contractors should respond. A list of responding prime contractors will be furnished to potential subcontractors upon request. Direct expressionof interest in participating in the ALMDS E&MD should be addressed in writing to Ms. Mary Kitchen, Code SP10, Coastal Systems Station, 6703 West Highway 98, Panama City, Fl 32407-7001 (850) 235-5389, FAX (850) 234-4251, E-mail KitchenMF@ncsc.navy.mil Posted 03/15/99 (W-SN308604).
