C -- A-E SERVICE FOR THE FLORIDA KEYS CARRYING CAPACITY STUDY WITHIN THE JACKSONVILLE DISTRICT. This solicitation is unrestricted and is open to all firms regardless of size. One indefinite delivery contract will be negotiated and awarded with a base period not to exceed one year from date of award and two option periods not to exceed one year each. The Government reserves the right to exercise the contract option period before the expiration of the base contract period or preceding option period, if the contract amount for the base period or preceding option period has been exhausted or is nearly exhausted. Work will be assigned by negotiated task orders. Maximum order limits are $1,000,000 for each contract year and up to $1,000,000 per task order. Small and small disadvantaged firms are encouraged to participate as prime contractors or as members of joint-ventures with other small businesses. If a large business is selected for this contract, it must comply with FAR 52.219.9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Jacksonville District are: (1) at least 61.2% of a contractor's intended subcontract amount be placed with small businesses (SB, including small disadvantaged businesses (SDB) and women-owned small businesses (WOSB); (2) at least 9.1% of a contractor's intended subcontract amount be placed with SDB; and, (3) at least 4.5% of a contractor's intended subcontract amount be placed with WOSB. All interested firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with acceptable SB, SDB, AND WOSB firms in accordance with the provisions of Public Law 95-507. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. The State of Florida is funding 50% of this project, therefore, the following is applicable: Pursuant to Section 287.133(2)(a), Florida Statutes, this contract may not be awarded to a firm that currently is placed on the State of Florida's convicted vendor list. Additionally, the selected firm may not enter into a subcontractor, consultant or supplier relationship with a firm that currently is placed on the State of Florida's convicted vendor list. PROJECT INFORMATION: Work will consist of preparation, development, completion, coordination, incorporation of comments, and reproduction of studies, analyses, models, reports, or portions thereof pertaining to the Florida Keys Carrying Capacity Study for the Florida Keys. Task orders will consist of assignments related to the Florida Keys Carrying Capacity Study. Studies, analyses, and reports shall include but not be limited to carrying capacity analyses, sustainable development, determination of land values, Geographic Information Systems (GIS), numerical modeling, ecological modeling, ecosystem restoration including modeling, water circulation modeling, water quality modeling, natural resources, water quality including sampling, land use and nearshore nutrient loading, ecosystems, habitat change, marine environment, upland habitats, wetlands, species, human infrastructure, population forecasts, wastewater, stormwater, transportation, marinas, ports, navigation channels, hurricane evacuation planning, other human infrastructure related to county and municipal comprehensive plans (e.g. water supply, police and law enforcement, schools, hospitals/health delivery, fire/emergency services, and recreation) socio-economics, ecological economics, sustainable tourism, aesthetics and community character issues. The Contractor shall remain available for additional information that may be required following review of reports/models/studies/analyses. Resolution of review comments may require that additional work be completed and/or clarified. FACTORS FOR EVALUATION IN ORDER OF PRIORITY ARE: (1) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE. Firms must clearly demonstrate specialized experience and expertise in carrying capacity studies with emphasis on GIS capability (ARC INFO) including database design and setup, data conversion and integration, mapping, analyses and interface modeling; numerical, ecological, water circulation and water quality modeling; natural resources, ecosystems, habitat (e.g. coastal upland natural communities, pinelands, tropical hammocks, wetlands, coral reefs, seagrasses, mangroves, etc.) and species (e.g. terrestrial, marine, avian, etc.) studies and analyses; knowledge of Florida Keys natural resources, ecosystems, habitat and species including endangered species; ecological economics; sustainable development and sustainable tourism; population forecasts; wastewater; stormwater, transportation, marinas, ports and navigation channels; hurricane evacuation planning; other human infrastructure related to county and municipal planning; risk and uncertainty analyses; and socio-economics. Additionally, the firm shall have the ability to provide digital surveying, mapping and engineering drawings data that are readable and fully operational on an Intergraph computer aided design and drafting (CADD) system. (2) SIZE AND EXPERTISE OF STAFF. Firm must have, but not be limited to, either in-house or through association with qualified consultants, U.S. registered personnel, if registration is applicable as follows: GIS Specialist, GIS Modeler, GIS Technician, Numerical Modeler, Ecological Modeler, Water Circulation Modeler, Water Quality Modeler, Natural Resources Manager, Marine Resources Manager, Marine Resources Scientist, Biologist, Conservation Biologist, Terrestrial Biologist, Marine Biologist, Avian Biologist, Fisheries Biologist, Population Biologist, Marine Scientist, Oceanographer, Marine Botanist, Estuarine Scientist, Plant Ecologist, Wetlands Ecologist, Landscape Ecologist, Landscape Architect, Coral Reef Scientist, Terrestrial Botanist, Ecologist, Soil Scientist, Natural Resource Scientist, Zoologist, Environmental Scientist, Natural History Scientist, Paleoecologist, Water Resources Planner, Natural Resources Planner, Coastal Systems Planner, Regional Planner, Urban Planner, Hurricane Evacuation Planner, Outdoor Recreation Planner, Civil Engineer, Coastal Engineer, Environmental Engineer, Hydraulic Engineer, Hydrologist, Geotechnical Engineer, GeoHydrologist, Geologist, Water Quality Specialist, Wastewater Engineer, Stormwater Engineer, Cost Estimator, Engineering Technician, Regional Economist, Ecological Economist, Economist, Real Estate Appraiser, Social Scientist, Social Analyst, Institutional Analyst, Research Analyst, Typist and all necessary supervisory and administrative personnel to complete the required studies, analyses, reports and documents. Firm must have the capacity to commence work within seven days after receipt of notification to proceed with a task order and accomplish it in accordance with scheduled completion dates. (4) PAST PERFORMANCE. Past performance on contracts with State and Federal Government agencies and private industry regarding quality, cost control, and timeliness of work will be reviewed. Past DOD experience data available to the Government through the A-E Contract Administration Support System (ACASS) will be utilized for prior performance evaluation. THE FOLLOWING SECONDARY CRITERIA WILL BE USED AS TIEBRAKERS: (5) VOLUME OF PAST DOD CONTRACT AWARDED TO FIRM. Work previously awarded to the firm by DOD will be reviewed with the objective of effecting equitable distribution of contracts among equally qualified firms. (6) GEOGRAPHIC LOCATION OF FIRM TO THE WORKSITE. Location of the firm relative to the study area will be a strong consideration provided there is an adequate number of qualified firms for consideration. SUBMISSION REQUIREMENTS: Those firms which meet the requirements described in this announcement and wish to be considered must submit one copy each of SF 254 and SF 255 for the firm or joint-venture and SF 254 for each subcontractor. In Block 4 of SF 255 list only the office personnel for the office to perform the work which is indicated in Block 3B. Additional personnel strengths, including consultants, should be indicated parenthetically, and their source clearly identified. In Block 7G of the SF 255, indicate specific project experience for key team members and indicate the team member's role on each listed project (civil engineer, project manager, etc.). Submittal of supplemental attachments to SF 255 per evaluation factors 1-4 is strongly recommended.
