Pollution Control Commission (NEI) and Environmental Training Center is
seeking a contractor to upgrade and expand an existing computer
software package that functions as a stand-alone package for performing
Publicly-Owned Treatment Works (POTW) compliance self-audits and source
reduction analyses. This data is used by wastewater treatment plant
personnel to manage and troubleshoot treatment facilities. This
software package, known as POTW_PAS was created in 1998, integrating
functionality that had been provided by other DOS-based programs
supporting a similar function, but were either old technology,
cumbersome to use or did not completely fulfill the needs of the user.
Functionality is defined as providing state of the art user interfaces
and report generation for the management and troubleshooting of those
facilities. The software was developed using Microsoft Visual Foxpro v.
3.1 and is currently designed to operate on a minimum 486 SX platform
with 8 MB of RAM withWindows 3.1 operating system. POTW_PAS also serves
as the support system for states and municipalities to conduct
self-audits and analyses to accomplish the following objectives: 1.
Prevent violations of wastewater permit requirements and maintain high
POTW compliance rates; 2. Maximize the useful lives of POTW's by
encouraging prevention approaches such as improved operation and
maintenance, appropriate pricing, financial management and accounting
practices, reduced wastewater flows and loadings; 3. Improve treatment
efficiency; and, 4. Ensure timely planning and financing for future
needs and economic growth prior to the occurrence of wastewater
treatment violations. The primary target audience is wastewater
operations personnel, including: operators, management personnel,
superintendents and maintenance personnel. Contractors will be selected
based on cost, qualifications pertinent to the project, past project
experience, wastewater experience, software recommendations, the
geographic location of the firm (for easier communication and travel)
and an ability to meet NEIWPCC's grant conditions, including minority
and women owned business requirements and experience or other
demonstration that the work can be successfully undertaken at proposed
