301-402-4509 The National Institutes of Health (NIH), National Cancer
Institute (NCI) intends to obtain services from Netcomm, Inc., 6000
Executive Blvd., Ste. 600, Rockville, MD 20852. The Office of
Intramural Management, the Office of Extramural Management and the
Administrative Resource Centers provide administrative support and
services to the Intramural & Extramural programs of the NCI, which
includes general management, policy and guidance, personnel,
acquisitions, budget, and information systems. Visual Status of Funds
(VSOF) for windows will replace the DOS version of Status of Funds
(SOF). VSOF is an enterprise wide accounting management software
product which interfaces with the NIH Central accounting System data.
VSOF is a windows application, featuring customizable displays,
user-friendly design, and extensive online support via its
full-featured help system. It includes user group definitions,
sophisticated access rights controls, and modifiable accounting
structure views, allowing users greater control of organizational data
than previously possible. VSOF includes a Microsoft Excel add-in which
enables users to develop full featured spreadsheets in Excel using VSOF
functions that directly link the spreadsheet to the organizations
accounting data. The Employee Data System (EDS) is a client-server
software developed by Netcomm to take data from various NIH data
sources available in a variety of formats and to allow users to easily
report FTE utilization and to make FTE projections. The original SOF
was developed in 1987 by Netcomm and is a copyrighted product. Netcomm,
Inc. is the only source known to NCI that can meet the above
requirements and provide the software that is fully compatible with the
existing systems and particularly the NIH Central Accounting System.
This is not a request for competitive quotes. However, if any
interested party believes it can meet the above specifications, it may
submit a statement of capabilities. The statement of capabilities and
any other information furnished must be in writing and must contain
material in sufficient detail to allow NCI to determine if the party
can perform the requirement. Capability statements must be received in
the contracting office by 1:00 p.m. EST, on April 5, 1999. If you have

determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
