services prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. The
SIC Code is 4813, and size standard is 1,500 employees. The complete
solicitation along with any questions and answers will be posted at the

written solicitation will not be issued unless requested of the
Contract Specialist listed below. The closing date for Solicitation No.
52-DKNA-9-90026 is April 16, 1999 at 3:00 P.M., Eastern Standard Time.
Offerors should access the solicitation web site prior to submission

posted on the web-site stated above. Requirement Description: The
Department of Commerce, National Oceanic and Atmospheric Administration
has a requirement for a telecommunications point-of-presence(POP) to
serve the Silver Spring Maryland Campus. This location is involved in
many programs supporting the scientific, commercial and public safety
disciplines. There are approximately 4,000 employees located on the
campus, thus requiring a large number of telecommunications services
for voice and data connect to all points on the globe. All responsible
sources are invited to submit proposals in writing, signed by an
authorized individual of the company. The Government will not accept
electronic, telegraphic, facsimile or telephonic proposals. Award will
be made to the responsible, responsive offeror whose offer is deemed
technically acceptable and represents the best value to the Government.
The Government intends to made one award. The provision at 52.212-1,
Instructions to Offerors-Commercial, applies to this acquisition and
there is no addenda to this provision. The provision at 52.212-2,
Evaluation-Commercial Items, applies to this acquisition. Each offeror
must include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at 52.212-4 Contract Terms and Conditions-Commercial Items,
applies to this acquisition and there is no addenda to this provision.
The clause at 52.212-5, Contract Terms and Conditions Required to
