extension, on a sole source basis, to W. Warner Burke Associates, Inc.
This procurement will extend the period of performance under contract
NASW-4751 for up to an additional 6 months (a two-month basic period
with 4 one-month options) beyond the current end date of the contract
(3/31/99). This extension is required to support the administration,
analysis, and delivery of the scheduled agency-wide executive and
management development programs and initiatives including the Strategic
Business Management (SBM), Management Education Program (MEP), and
Managing the Influence Process (MIP) program. In addition, this
extension will allow NASA the minimum amount of time necessary to
properly conduct the follow-on effort as a 100% competitive small
business set-aside. The competitive follow-on Request for Offer (RFO)
W-15822-JFK was synopsized on January 13, 1999. The draft solicitation
was posted on March 5, 1999 for industry comments. Industry comments
were due on March 15, 1999. It is anticipated that the RFP for the
follow-on will be posted within two weeks after receipt of industry
comments. W. Warner Burke Associates, Inc., is the only company that
can successfully provide the specialized training and services to NASA
for this extension period. Award to any other source would result in
substantial duplication of cost to the Government that could not be
recovered through competition and would result in unacceptable delays.
Statutory authority for this sole source procurement extension is 10
U.S.C. 2304(c)(1)-Only One Responsible Source and 10 U.S.C.
2304(d)(1)(B)-Duplication of Cost and Unacceptable Delays. However,
companies who believe they can provide theses services without any
detrimental impact to the scheduled programs supported by this work and
at a lower cost, should fully identify their interest and capabilities
within 15 days after publication of this synopsis. Interested firms
have 15 days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/ capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the 15 days or without the
required information will be considered non-responsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to the notice is solely within the discretion of
the Government. The Government does not indent to acquire a commercial
item using FAR Part 12. An Ombudsman has been appointed. See Internet
Note "B". All qualified responsible sources may submit an offer, which
