CONSTRUCTION OF THE NEW FORT DEFIANCE COMPREHENSIVE HEALTH CARE
FACILITY, FORT DEFIANCE, ARIZONA SOL RFP/161-99-0014 DUE 041599 POC

(IHS), Engineering Services -- Dallas, is requesting proposals for
furnishing Construction Management Services in connection with the
construction of the New Fort Defiance Comprehensive Health Care
Facility to be constructed at Fort Defiance, Arizona. The new facility
is to be approximately 22,908 gross square meters. The estimated
construction dollar magnitude is between $55 -- $65 million. After the
selection of the (best qualified) Construction Manager (CM), the CM
will be issued a Request for Proposal (RFP) with specifications and
drawings. The Construction Manager system will be used in which the CM
performs professional management services, but generally does not
perform with his own force any of the construction work with the
exception of General Condition items. The CM shall be responsible for
development of a cost estimate and recommendations for value
engineering, construction coordination and scheduling, and direction of
all construction activities. Procurement of the Construction Management
services will be awarded in two parts hereinafter called PART A (base
contract) and PART B (options). Scope of Work for PART A (base
contract) will include: (a) Consultation related to value engineering,
breakdown of bid packages, and scheduling of the advertisements for
bids; (b) Preparation of cost estimates; (c) Pre-qualification of
prospective subcontractors; and (d) Development of an acceptable
Guaranteed Maximum Price (GMP). Scope of Work for PART B (options) will
include: (a) Bid and award of subcontracts; (b) The management and
general supervision of the entire construction work; (c) The
performance of General Condition items; and (d) The assumption of the
responsibility for completing the project within the Guaranteed Maximum
Price. Funding for this construction project will be over a three year
period of time. The estimated construction period is three years. A
Performance Bond (100%) and Payment Bond ($2.5 million) will be
required of the CM prior to the award of the GMP Contract. This
requirement will be procured using Source Selection procedures.
Consideration for selection will be based on assessment of prior
experience and qualifications using the following evaluation criteria
items which are listed in descending order of preference with items 2
and 3 being of equal point value, and items 4,5, and 6 being of equal
point value: (1) Construction Management Experience, as described
above; (2) Construction experience in the last five years on similar
size and scope of this project, I.E., health centers, hospitals, and
other health facilities; (3) Experience of the Construction Manager's
professional staff for this project; (4) Cost Management and critical
path scheduling experience; (5) Construction contracting experience
with Indian organizations, Tribes, and agencies, i.e., IHS and Bureau
of Indian Affairs (BIA); and (6) Management Plan as applied to this
project. The Techical Review Committee reserves the right to select the
CM based on the initial proposal (interviews may not be conducted).
THIS PROJECT IS SET-ASIDE FOR INDIAN OWNED FIRMS THAT ARE AT A MINIMUM
51 PERCENT INDIAN OWNED, CONTROLLED, AND OPERATED. In accordance with
Public Health Service Acquisition Regulation (PHSAR), Paragraph
380.503(E), under a 51 percent Buy Indian Set-aside, not more than 50
percent of the work to be performed under a prime prime contract
awarded pursuant to the Buy Indian Act shall be subcontracted to other
than Indian firms. For this purpose, the work to be performed does not
include the provision of materials, supplies, or equipment. In order
for an Indian firm to prove they meet the qualifications requirement of
the Buy Indian Set-aside restriction, i.e., offerors who are currently
certified by IHS or BIA as an "Indian Firm", they need to submit their
certification (Tribal Affilation and Degree of Indian Blood) with their
proposal. Offerors who are NOT currently certified by IHS or BIA are
required to submit proof of ownership and eligibility for an Indian
preference underthe Buy Indian Act." Joint Ventures will be considered
as long as the Indian firm is the managing entity (proposal must state
this). Proposals (expanded resumes) shall be received by the
Contracting Officer by no later than 4:30 pm CST, Thursday, April 15,
