California, Lawrence Livermore National Laboratory, seeks sources for
construction of the National Ignition Facility (NIF) Infrastructure.
This project will be "fast tracked" and may employ an owner controlled
insurance program, fixed price award fee subcontracts, partnering,
alternative dispute resolution procedures, prevailing wages,
standardization of jobsite conditions, and other management tools in
order to achieve cost and schedule objectives. The NIF Project
Infrastructure will be packaged into (3) distinct subcontracts as
follows (dollar amounts are rough order of magnitude): 1) Beam Path
Enclosures includes installation of primarily Government Furnished
Equipment such as beam tube bellows assemblies, interstage docking
frames, rectangular beam tubes, round beam tube assemblies, structural
steel support frames, mirror enclosures and the roving pick-off mirror
assembly. This subcontract encloses the beam path for the Laser in an
extremely clean, precision aligned environment. The work will be
executed in a mostly finished facility and involves handling of large
assemblies, structural steel, welding, clean construction protocol,
precision alignment of assemblies including best-fit, and some in-situ
precision cleaning ($10-25Million); 2. Laser Auxiliary Utilities
includes extensive mechanical and electrical distribution through out
the Laser Building, and Switchyards which are currently under
construction. Systems include high purity argon, high purity nitrogen,
high purity vacuum, tempered water, chilled water, tritium, clean
compressed air, helium, hot water, low conductivity water, and
demineralized water. In addition, extension of facility systems for
fire protection, lighting and power, as well as catwalks, mezzanines
and hoisting systems are part of this package. An extensive cable plant
including installation of cable trays, cables and GFE racks is in this
subcontract. ($25-$35 Million); 3. Target Bay Auxiliary Utilities and
Beam Path Enclosure Buildout includes beam path enclosures, handling
systems, and mechanical/electrical utility distribution in the Target
Bay. Installation in the Target Bay requires extensive coordination,
clean construction protocol and precision alignment. ($10-15Million).
The University will pre-qualify all prime construction subcontractors
who perform work on the Infrastructure. Firms responding to this
announcement shall identify which subcontract package they are
interested in and mail a completed Contractor's Qualification Statement
(AIA Document A305, 1986 edition) along with a one page narrative in
order to be considered for a short list. The narrative must include the
company's EMR for the last three (3) years plus a description of
previous projects with similar aspects. Submit one Contractor's
Qualification statement and previous experience narrative for each
package for which your firm wishes to be considered. A short list will
be developed for each package from those companies submitting
qualification statements. The short listed companies willbe requested
to make a presentation to project personnel regarding their
qualifications. A sufficient number of qualified subcontractors will
then be chosen to competitively bid each subcontract package. A Best
Value source selection process may be utilized for the Beam Path
Enclosures subcontract. Best Value award criteria will be based upon
price as well as other value related factors. Those subcontractors who
fail to provide the AIA document and any required information will not
receive further consideration. Facsimile and telephone responses will
not be accepted. All qualification documents must be received no later
