labor, material and equipment necessary to upgrade the existing HVAC
pneumatic control system to Direct Digital Control at Building 212
located at the U.S. Coast Guard Facility at Fort Wadsworth, Staten
Island, NY. The work also includes the removal of the existing cooling
tower and the installation of a permanent as well as a temporary
cooling tower in order to provide air conditioning to the building.
This Invitation for Bids is being issued pursuant to the Small Business
Competitiveness Demonstration Program and is open to both large and
small business participation. It is estimated between $100,000 and
$250,000. The applicable SIC Code is 1711. The tentative date for
receipt of bids is 3 May 1999. Bid packages will be available on or
about 2 April 1999 at a non-refundable charge of $38. Checks or money
orders should be made payable to Commercial Blue Print and Supply and
mailed to the firm at: 83 Waverly Street, Jersey City, NJ 07306. Do not
send fees to the Coast Guard. For minority, women owned and
disadvantaged business enterprises: the Department of Transportation
(OSDBU) has programs to assist minority, women owned and disadvantaged
business enterprises to acquire short term working capital and bonding
assistance for transportation related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT bonding
assistance program enables firms to apply for bid, performance and
payment bonds up to $1 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
