The Bureau of Reclamation's Snake River Area Office-West has a requirement to clean and recoat the penstock at our Anderson Ranch Dam location, approximately 28 miles Northeast of Mountain Home, Idaho in Elmore County. The 15-foot diameter pipe is located within a 20-foot diameter concrete-lined tunnel located in the left abutment of the Dam and is approximately 800 feet long. At the widest points, there is only 30 inches of clearance between the wall of the tunnel and penstock pipe surface. Every 32 feet along the pipe there is a 10-inch supporting ring, making the available space less than 20 inches for equipment and personnel to pass. The ambient temperature in the penstock chamber where the work will occur ranges from 38 to 42 degrees F. during fall and winter months and rarely rises above 55 degrees F. in summer months. The tunnel is also very humid. The requirement involves removing calcium carbonate and other mineral deposits, as well as the existing coal-tar epoxy coating, from the surface of the steel penstock pipe and appurtenant pipes, supports, and valves and recoating the pipe with a moisture-curing urethane coating. A Request for Proposals (RFP) will be issued in mid-April on a CD-ROM, along with paper copies of drawings representing the existing installation. The RFP CD will also include digital photos of the work site, which will show the existing conditions and the very limited amount of work space available for this requirement. This acquisition will require the services of an experienced industrial painting contractor who is familiar with confined-space safety procedures. The RFP will allow offerors to propose on more than one scope of work -- ranging from "spot treating" approximately 4,200 square feet of pipe and appurtenances to recoating the entire penstock and all appurtenances. The RFP will request offerors to submit written technical proposals detailing: the offeror's proposed methods and equipment; past performance information demonstrating experience with this type of requirement; proposed safety plan and procedures; and other information. Offers will be evaluated on the quality of the proposed work plan, the amount of successful past performance of similar work, the qualifications and experience of proposed personnel, the quality of proposed safety procedures, and price and other price-related factors. The solicitation will contain information regarding site visit opportunities. Estimated range for this acquisition: $250,000 to $500,000. All responsible sources may submit an offer, which we will consider. A 2-page presolicitation notice (PSN) will be available approximately 1 week after the publication of this notice.
