Best Value Construction Services Task Order Contract (TOC). The USPFO for New York is soliciting requests for proposal (RFP) for multiple award, base year, with up to 4 option years maintenance, repair and construction service contracts. Multiple awards will be made. Task orders will be issued to TOC contractors based on low, competitive price, or a combination of price and other factors (best value judgements) in accordance with FAR 16.106. Task orders may be issued for a period of one (1) base year, with four (4) one year options to be exercised at the discretion of the Government, in accordance with FAR 52.719-9. Task orders shall not exceed a cumulative amount of $5,000,000.00, individual task orders shall not exceed $500,000.00 inclusive of modifications and change orders. Source selection procedures in accordance with DFARs Part 215.605 shall be utilized for the basic TOC. Signifigant evaluation criteria for the basic contract in descending order of importance are: 1) Past Performance, with an emphasis on Company Experience, Projects Completed and Letters of Reccomendation; 2) Project management with an emphasis on Management/Support Staff and Quality Control Plan; 3) Financial Capability with an emphasis on Capability to Perform and Bonding Capacity; 4) Location in relation to the work site; 5) Price Proposal on Prototypical Project in relation to the Government Estimate.
