Ching, megan.ching1@jsc.nasa.gov. NASA/JSC plans to issue a Request for
Offer (RFO) for the development, manufacture, and delivery of gaseous
Oxygen and gaseous Nitrogen pressure vessels for the Experimental Crew
Return Vehicle Program (X-38) V-201 space test vehicle. This vehicle
will fly as a space shuttle payload in late 2000. The vehicle will make
use of O2 for cabin pressure control, and N2 for cabin pressure control
and also as a propellant for vehicle attitude control. NASA plans to
utilize an existing design pressure vessel, which has previously been
qualified in accordance with MIL-STD-1522. The specific implementation
requirements of MIL-STD-1522, as well as size guidelines, pressure
requirements, and environmental requirements will be provided in the
RFO. If an existing vessel is not available which meets all of the
requirements listed, NASA is willing to consider alternate sizes, etc.
in an effort to preserve the possibility of utilizing an existing
design. NASA intends to purchase between 2 and 5 of the O2 tanks, and
between 12 and 22 of the N2 tanks, based on the evaluation of price and
schedule. The requested delivery schedule for the hardware is less than
9 months after receipt of offer. NASA intends to award a firm fixed
price contract as a result of this procurement. The Government intends
to acquire a commercial item using FAR Part 12. The SIC Code and Size
Standard are 3728 and 1000 employees, respectively. The DPAS Rating
for this procurement is DO-C9. The provisions and clauses in the RFO
and model contract are those in effect through FAC 97-10. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
April 2, 1999 with an anticipated offer due date of on or about April
23, 1999. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
