The Corpus Christi Army Depot, Corpus Christi, TX intends to negotiate
a firm fixed-price contract with H. K. Systems, Inc., 515 East 100
South, Salt Lake City, UT 84145-0425 pursuant to the authority of 10
USC 2304(c)(1). This acquisition is for the purpose of upgrading the
Automated Storage and Retrieval System (ASRS) Plus located at the
Corpus Christi Army Depot to enable the system to meet the material
handling requirements for rotary wing workload. The new equipment
proposed for the ASRS upgrade consists primarily of replacement
programmable logic controllers with new state of the art processors
with the appropriate software logic upgrade, new main manager computer
hardware, new backup manager computer hardware, additional peripherals
and the associated software to create a state of the industry control
system. In addition five additional automated guided vehicles (AGV) and
two pallet transportation trucks are required. These units must be
compatible with existing units and battery chargers. The existing
stackers and cranes are to receive a mechanical and electrical overhaul
to ensure proper operation once the hardware and software installation
is complete. It is to be noted that the existing software is
proprietary to HK Systems and cannot be supplied for use under this
contract. This procurement willupgrade an automated storage and
retrieval system plus that was awarded to Eaton Kenway Inc.
competitively under contract DAAC83-88-C-0023. HK Systems, Inc. (Eaton
Kenway) maintains the proprietary rights to preventive maintenance
logs, maintenance manuals, schematics and other similar documentation.
A competitive technical data package has not been developed for this
upgrade. No telephone inquiries will be accepted. Written responses in
sufficient detail to establish demonstrated proof of ability to
satisfying the foregoing minimum requirements must be received by this
office within 15 calendar days after publication of this notice.
Submit your company's cage code and tax identification number in your
response. Include with the response indicators that the contractor is
not currently on the Consolidated List of Debarred, Suspended and
Ineligible Contractors or otherwise ineligible to receive government
contracts. This synopsis represents the only synopsis which will be
published with respect to this procurement action; however, if
competitive procurement is determined to be appropriate, respondents
will be included on the mailing list. See Numbered Notes 22 and 26.
