synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB967050 and is being issued as a Request for Quotation (RFQ) using
Simplified Acquisition Procedures. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. This procurement is set aside for small
business. The associated Standard Industrial Classification Code (SIC)
is 3821, and the small business size standard is 500 employees. The
National Institute of Standards and Technology (NIST) has a requirement
for one Turbo Auto High Vacuum Evaporator (Denton Vacuum Part Number
0058-087-106) configured with the following features and options: (1)
Upgrade evaporator power supply to 2 KVA switchable between two
positions on the baseplate, having circuitry for automated evaporation
sequence and 5 and 10 volt transformer taps, part number 0058-082-228;
(2) Cooling option for 2 KVA power supply, part number 0075-024-039;
(3) Heavy-duty filament/boat holders, two pair, configured for upward
evaporation geometries, part number 0084-016-045; (4) Quartz crystal
thickness monitor with circuitry for automated evaporation sequence,
part number XTM/2; and (5) Air operated shutter with circuitry for
automated evaporation sequence, part number 0084-020-022, or equal.
SYSTEM DESCRIPTION: The Denton Vacuum Model 502A Turbo Auto High Vacuum
Evaporator has a stainless steel chamber having two 8-inch conflat
ports and front-loading access door, automatic pump down and venting
controls, 100 liters/second turbo molecular pump, metal bellows-sealed
pneumatic high-vacuum and backing valves, 15-inch diameter stainless
steel baseplate and valve trap, integral liquid nitrogen trap, and
automated deposition rate monitor with feedback control. The system
must be 100 percent compatible with existing Denton chromium sputter
source, sample holders, and sample rotating platforms, and must
maintain all automatic functionality (pump down and deposition)
associated with these devices. This is a brand name or equal
requirement. If quoting other than brand name product, the offeror must
provide the manufacturer's brand, model or part number along with a
technical description of the item being offered in sufficient detail to
evaluate compliance with the salient characteristics of the
requirement. This may include product literature, specification sheets,
illustrations, drawings, or other documents if necessary. Required
delivery is FOB Destination (Gaithersburg, MD) within 84 days after
date of award. The provision at FAR 52.212-1, Instructions to Offerors
-- Commercial Items, is applicable to this acquisition. The provision
at 52.212-2, Evaluation -- Commercial Items applies to this
acquisition. The Government will award a fixed price purchase order
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
will be used to evaluate offers: (1) Technical Capability, (2) Past
Performance, and (3) Price. Factors 1 and 2, when combined, are
significantly more important than price. All responsible sources may
submit a quote which shall be considered by the Government. All
offerors shall submit the following with their quote: (1) technical
description and/or product literature; (2) a list of three contracts
completed during the past three years for identical items with the
following information: name of contracting activity, contract number,
total contract value, contracting officer, and telephone number; and
(3) a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items (available at
the Internet site www.nist.gov/admin/od/contract/contract.htm). The
following FAR clauses apply to this acquisition: 52.212-4, Contract
Terms and Conditions -- Commercial Items; and 52.212-5(a) -- Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
