This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 53SBNB967053 and is being issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. The National Institute of Standards and Technology (NIST) has a requirement for one modular dual-wavelength short-pulse laser. The design, physical, and performance characteristics of the modular dual-wavelength short-pulse laser shall include the following: laser diode pump; fiber gain medium; repetition rate of 50 MHz 500 kHz at a temperature range between 20 C and 24 C; output wavelengths of 1550 nm 20 nm and 775 nm 20 nm; output power greater than 15 mW at 775 nm and greater than 10 mW at 1550 nm; pulse width of less than 180 fs at 775 nm and less than 300 fs at 1550 nm; laser output shall be coupled into a pre-selected FC/APC connectorized fiber with a coupling efficiency greater than or equal to 88 percent; output power stability shall be better than or equal to 0.3 percent/ C; repetition rate stability shall be better than 200 Hz/5-minutes short term (30 minutes). The laser shall not require adjustments by the user during the warranty period to meet the above specifications. The operating ranges of the laser shall be (1) temperature: 15 C to 30 C; (2) humidity: 10 percent to 90 percent, noncondensing; (3) power requirements: 110 VAC, 60 Hz, less than 10 A. The size of the laser head shall be less than or equal to 23 centimeters by 15 centimeters by 9 centimeters with a mass of less than 5 kilograms. The laser shall be air-cooled. Required delivery is FOB Destination (Gaithersburg, MD) within 60 days after date of award. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, is applicable to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The Government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (1) Technical Capability, (2) Past Performance, and (3) Price. Factors 1 and 2, when combined, are significantly more important than price. All responsible sources may submit a quote which shall be considered by the Government.
