This acquisition is for spares to support the F-14 Low Altitude Targeting Infra-Red Night (LATIRN) -Electronics Optical Test Set (EOTS), Battlefield Reconfigurable Instrument for Test of Electro-Optical Equipment (BRITE), Mounting Point Standard (MPS), Digital Multmeter (DMM), Digital Storage Oscilloscope (DSO) and Forward Looking Infra-Red (FLIR) support equipment (SE) for which the government does not own specifications or drawings to permit full and open competition. The Government intends to procure the spares under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to procure these spares under Basic Ordering Agreement N68335097-G-0222. Lockheed Martin Corporation as the sole manufacturer of the LANTIRN equipment to be supported, is the only known source with the knowledge, experience and technical data necessary for the equipment involved. Firms that recognize and support the LANTIRN are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
