has a requirement for Telemetry Receiving System (TRS) demonstration
units capable of receiving radiosonde signals in the 1680 MHZ band
using the Global Positioning System (GPS) as a navigational aid for
wind speed, wind direction, and radiosonde flight position information.
NOAA expects to award contracts to two separate entities with each
entity providing two demonstration units. Based on pricing, technical
considerations, and the results of Government testing of the
demonstration units, NOAA intends to select a single source for the TRS
production contract. Competition for the TRS production contract will
be limited to the awardees of contracts for the TRS demonstration
units. The TRS production contract will be for between 85 and 110 units
along with ancillary services, equipment, and documentation. The
production units will replace Automatic Radiotheodolite (ART) systems
and other upper air systems presently in use. For the expected dual
awards for TRS demonstration units, each award will encompass the
design, manufacture and factory test of two demonstration units,
installation and checkout of the demonstration units by the contractor,
training, pertinent documentation, spares, and technical services in
support of Government testing of the demonstration units. Each award
also will include not-to-exceed prices for the production units and
certain associated items. Design, manufacture, factory test,
installation, and checkout of the first demonstration unit shall take
place within eight months after contract award. The second
demonstration unit shall be manufactured, tested in the factory,
installed, and checked out no later than nine months after contract
award. The installation sites for both demonstration units will be in
the contiguous United States. The solicitation for the TRS
demonstration units (i.e., Solicitation 52-DGNW-9-90048) will be issued
on or about April 6, 1999 and will close on or about May 25, 1999.
There will be a pre-proposal conference for this requirement. The time
and location of the pre-proposal conference will be specified in the
solicitation. In order to facilitate potential teaming arrangements,
interested parties wishing to do so should respond to this announcement
identifying themselves as possible prime contractors, possible
subcontractors, or both. This information will be disseminated at the
