The National Institute of Standards and Technology (NIST) has a requirement to procure T-200 maraging steel bars (4,000 to 8,000 pounds) for the production of Standard Reference Material (SRM) 2098 specimens that will be sold by the Government for the indirect verification of Charpy impact machines. These machines must be calibrated in accordance with the ASTM Standard Test method, ASTM E 23, which describes this test and these specimens. NIST requires double vacuum melted (VIM/VAR) 18 Ni maraging steel bars which must meet the nominal compositional requirement and be certified using standard analysis procedures (such as optical emission spectroscopy or x-ray fluorescence). There is no formal RFQ, but specifications will be FAXed upon request. In the absence of other qualified sources, it is the intent of the government to procure these bars from DK Associates, Pittsburgh, PA, which has been identified to be the only responsible source pursuant to 41 U.S.C. 253 (c) (1) and 41 U.S.C. 253 (c) (2). Interested sources must submit a written qualification statement and must contain sufficient information to clearly establish the ability to provide the necessary material by March 31, 1999. Responses must reference Synopsis No. NB853000903027JW. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award decision will be based upon the best value to the Government, with technical merit, past performance and availability being significantly more important than price.
