The Social Security Administration (SSA) intends to issue on a sole-source basis under the Simplified Acquisition Procedures an order with Gelco Information Network GSD, Inc. of Reston, Virginia for Travel Manager Oracle Database Software, along with annual maintenance, based on SSA's estimate of 75,000 vouchers. The software package shall include documentation preparation and electronic processing modules on ORACLE database. The annual maintenance on the modules shall include version upgrades, technical support, account management, and monthly per diem rates. To the Government's knowledge, Gelco is the only known source that can provide the required items, as the software is proprietary thereto and not available through dealers or other third parties. This is neither a request for quotations nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation in response hereto shall not be honored or acknowledged. Any responsible firm that feels it has the capability to provide the software and maintenance to SSA may write to the referenced contracting officer. All responses must be received by March 28, 1999. Respondents should refer to TVLMGR99-JCE. The Government does not intend to pay for any information provided. All responses from responsible sources will be fully considered. If no affirmative written responses are received by the due date indicating that a comparable source exists, an order will be placed with Gelco Information Network GSD, Inc. for the requirements stated above.
