The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-10. Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement shall cover the testing and feasibility study of L-band satellite transmission and non-L-band satellite transmission via a code division multiple access (CDMA) based multi-satellite capable tracking system developed by Comtech Mobile Datacom. Compatibility with existing equipment must be maintained to determine the feasibility of this system with existing non-L-band government satellite systems. Location of Project: Dahlgren, VA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
