Communications Electronics Command (CECOM), Night Vision and Electronic
Sensors Directorate (NVESD), Humanitarian Demining Office proposes a
non-competitive acquisition with Heartlands Group North America, Inc.
of Cushing, Oklahoma, for the purpose of procuring a Mechanical Mine
Clearing System. The system shall be capable of demining vegetated
areas that are down in ditches, on steep roadbed banks, or areas that
have difficult accessibility problems. This procurement is confined to
Heartlands Group because the contractor provides the only available
product that meets Government requirements, and Heartlands Group is the
only known source of this product. The purpose of this procurement is
to deliver a mechanical mine clearing system thereby demonstrating the
advances made in mechanical mine clearing technology while
establishing quality assurance techniques that are paramount in
creating a mine free zone. The system shall have two attachments, a
grinding device and a vegetation device, which will be capable of
destroying land mines by grinding the soil, and capable of mulching and
destroying vegetation covering the mines. The grinding device
attachment shall be capable of clearing a 1-meter wide path, 50
centimeters in depth, while the vegetation device shall be capable of
removing vegetation from a 1-meter wide path and mulching trees at
least 10 centimeters in diameter. Both of these attachments shall be
effective at a distance of 10 meters away from the prime mover. It is
envisioned that this clearance device be attached to a
Government-furnished excavator. The contractor will be required to
install an armor package that will protect the operator and provide
shielding for exposed components. The contractor must build and deliver
the Mechanical Mine Clearing System incorporating all
enhancements/characteristics mentioned above. Delivery and fielding of
the technology is expected within nine (9) months after contract
award. The statutory authority for other than full and open competition
is 10USC 2304 (c)(1), Only One Responsible Source and no Other Supplies
or Services will Satisfy Agency Requirements. However, all responsible
sources that can provide supporting data to demonstrate they can
successfully deliver the field-tested Mechanical Mine Clearing System
above may submit a quote that shall be considered by the agency.
Responses should be no longer than five (5) pages. The resultant
contract will be firm-fixed price. Responses are to be received via
email within 45 calendar days of the date of this notice. All requests
for further information must be in writing or via email, telephone
requests for additional information will not be honored. Forward
