FISC Norfolk Det Philadelphia intends to procure for the development and conduct of an expansion of the Department of the Navy DAWIA Certification Process study conducted in December 1998. A thorough systematic review of the steps involved in the certification process shall be conducted. An evaluation approach to collect the information shall be designed. An evaluation and analysis of the process, in order to determine why certification information that was reported is not accurate, shall be performed. A report shall be furnished to ASN (RD&A) DACM with the results of the analysis survey; significant findings; and recommendations for program improvement. Work shall be completed no later than 01 October 1999. These services shall be procured on a sole source basis with San Diego State University since they conducted the original study and have the inherent knowledge to complete this analysis within the above time constraint. All responsinble sources may submit a proposal that will be considered by the FISC. The Government will not pay for information received. The applicable standard industrial code number is 8713.
