Gary_Goldberg@fws.gov. (i) This is a combined synopsis / solicitation
for commercial services prepared in accordance with the format in
Federal Acquisition Regulation (FAR) SubPart 12.6, as supplemented with
additional information in this notice. This announcement constitutes
the only solicitation (a Request For Quotations- RFQ), Quotations are
being sought, a separate written RFQ will not be issued. (ii) This
Request for Quotation Number is 70181-9-Q015. (iii) The Request for
Quotation Document and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular (FAC) # 97-08. (iv) SIC
Code is 7699, Engine Repair Except Automotive. Size Standard is $5.09
Million. This is a Set-Aside for a Small Business. (v) The Quotation
you provide shall be a " Single Total Job Price" -- Firm Fixed Price
Quotation encompassing all labor services and parts costs necessary to
perform the entire job (detailed below) in the time allotted. There
will be no adjustments to accomodate "price over-runs". Your response
should state that the price for the entire job is " $ X" amount. The
scope of performance is "all or none." (vi) SCOPE OF PERFORMANCE: Two
Caterpillar Model 3412 Marine Engines, Serial #'s 60M02792 and
60M02794, requiring "IN-FRAME" rebuilds a the vessel's normal berth in
Homer Harbor, Homer, Alaska. Both engines are in operating condition,
with no known problems other than normal wear. Both engines have
approximately 8000 hour meter units since last over-haul. Perform the
following: a. Rebuild cylinder heads or replace w/ rebuilt exchange
heads, replace head bolts w/ new. b. Replace turbocharger cartridges w/
rebuilt ones. c. Replace water pumps w/ rebuilt ones. d. Replace
pistons, rings, liners, wrist pins, rod bearings w/ new. e. Replace
main bearings and front and rear main seals w/ new. f. Inspect
crankshaft, camshaft, lifters, and blocks. g. Replace vibration dampers
w/ new. h. Replace coolant temperature regulators w/ new. i. Replace
oil pumps w/ new or reconditioned pumps. j. Clean aftercoolers
andhousings, inspect. k. Replace hour meters, adapters, and tachometer
drives w/ new. l. Remove and rebuild injector pumps and governors. m.
Replace injectors and fuel transfer pumps w/ new or rebuilt. n.
Replace all gaskets and seals as necessary w/ new. o. Replace
engine/transmission couplers if available (furnished by the U.S. Fish
and Wildlife Service -- USFWS). p. Replace transmission front main
seals, furnished by USFWS. Tools and adapters needed for skidding
engines forward furnished by USFWS. All parts are to be genuine
Caterpillar or factory authorized parts. Contractor shall be a
Certified or Authorized or Approved Caterpillar Engine Mechanic, and
SHALL PROVIDE DOCUMENTATION TO THE USFWS Contracting Officer verifying
this, along with the price quotation. Engines currently have synthetic
oil in them. If conventional oil is needed for initial run-in,
crankcases are to be filled by contractor. Coolant shall be saved to
drums as much as possible, rather than drained into bilge. Mechanics
shall use their own tools, unless annotated above that the USFWS will
provide them. Work shall be performed during the normal work week
Monday -- Friday (8 a.m. -- 4 p.m.) as much as possible. Service
Contract Act does apply. Food, lodging, and transport for the
contractor's personnel to be furnished by the contractor. Vessels
engineer will be on hand to serve as Contracting Officer's Technical
Representative, but will NOT perform labor. After re-build / overhaul
of both engines contractor shall perform a thorough dock-side "run up"
and "sea-trial". (vii) Performance shall begin approximately April 6,
1999 and shall be completed within 14 calendar days after performance
begins at the Homer Transit Dock in the Homer Boat Harbor, Homer,
Alaska. (viii) The provision at FAR 52.212-1, Instructions to
Offerors-Commercial is incorporated by reference and applies. (ix)
Evaluation -- Commercial Items, the following factors shall be used:
Award shall be made on Best Value Basis (to the responsive,
responsible, small business) taking into consideration the following
factors in order of importance: a. Lowest Firm-Fixed Price Quotation,
from an authorized/certified/approved Caterpillar Engine Repair
Representative. Your Quotation shall be "all-or-none", dated, and
signed on your company's letterhead . Please provide a statement on
your quotation that you accept the terms of this synopsized
solicitation # 70181-9-Q015 without qualification. b. Warranty on the
work you perform covering your labor and parts, provide in writing with
your quotation. c. Minor adjustments in the approximate start date
shall NOT be grounds for disapproval, based on mission impact
evaluation by the USFWS. State minor adjustment /deviation in start
date, if necessary. Failure to state deviation will constitute
acceptance of USFWS date. Additional qualifications / modifications to
the aforementioned Scope of Performance by the quoters are NOT
permitted. (x) Respondents / Quoters shall include a completed copy of
the provisions at 52.212-3, Certificationsand Representations --
Commercial Items along with their Quotation and Evidence of their being
an Authorized Caterpillar Engine Repair Representative and
Documentation of Warranty Coverage. (xi) The clause at FAR 52.212-4
Contract Terms and Conditions -- Commercial Items shall apply. (xii)
The clause at FAR 52.212-5 Contract Terms and Conditions required to
implement statutes or executive orders apply. (xiii) Current Service
Contract Act Wage Determinations Apply for personnel likely to be
performing engine overhauls / rebuilds, such as : Heavy Equipment
Mechanic, Instrument Mechanic, Laborer, Machinery Maintenance Mechanic,
Machinist Maintenance. (xiv) N/A ; (xv) N/A; (xvi) Quotations
(including the items in " ix -- a,b,c" above and ( "x" -certifications
and representations) are due NO LATER THAN April 1, 1999, at 1500 hrs
Alaska Time at the : U.S. Fish and Wildlife Service, Contracting and

Be sure to mark your quotations with the solicitation number
70181-9-Q015 and Attn: Gary Goldberg. There will be NO public opening.
Fax'd quotations are acceptable, so long as the contracting officer is
telephonically notified of their transmission (ahead of time). Fax
